Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the implementation of the inspection, investigative and enforcement activities of the Solid Waste Management Program. These activities are mandated by the Pennsylvania Solid Waste Management Act, The Municipal Waste Planning, Recycling, and Waste Reduction Act, and the Federal Resource Conservation and Recovery Act. Much of the responsibilities of this program is conducted under a grant from the U.S. EPA.

SUPERVISION

Directs the daily activity of Environmental Trainees and Solid Waste Specialists to insure that program goals are met.

Assigns geographic work areas to employees.

Plans, organizes, and assigns work tasks to staff.

Evaluates work performance, prepares and signs employee Annual Performance Evaluation Reports.

Receives complaints, conducting initial investigation into causes and conditions, discussing with employee, and resolving or recommending solutions.

Interviews prospective employees and recommends employee selection.

Interprets rules, regulations, policies, procedures, and objectives of the organization or program for subordinates.

Approves leave requests and reviews subordinates sick leave usage to determine if pattern of abuse exists.

Reviews and evaluates the educational training needs and requesting further training for staff.

Reviews subordinates weekly itinerary, inspection reports and monthly activities reports to insure priority work is completed and program plan goals and objectives are met.

Reviews reports, letters and memorandums prepared by staff for completeness, accuracy, and content.

Reviews administrative forms prepared by staff for adherence to appropriate administrative rules, regulations, policies and procedures.

Demonstrates more efficient work methods and discusses new or innovative techniques developed for use in the solid waste management field with employees.

Trains subordinates in the interpretation and application of the rules, regulations and law utilized in enforcement of cases and inspectional work.

Discusses difficult enforcement cases with the Operations Manager, Compliance Specialist and staff reviewing case files and documentation; discusses possible action with employees; reviews, approves or disapproves enforcement recommendations.

Evaluates the effectiveness of the enforcement program, prepares recommendations and discusses with employees.

Provides technical solid waste advice to employees.


ENFORCEMENT

Determines enforcement priorities for the Solid Waste Management Program.

Conducts and oversees compliance conferences.

Testifies as an expert witness before District Magistrates, the Environmental Hearing Board or the Courts.

Conducts negotiations concerning clean-up or remedial actions subsequent to illegal or improper disposal activities.

Reviews and comments on proposals for clean-up operations and discusses clean-up proposals with consultants and responsible parties.


ENVIRONMENTAL RESPONSE

The Solid Waste Supervisor is responsible for coordination of the Hazardous Waste Inspection Program as mandated by the Department’s agreement with the U.S. EPA to implement the Hazardous Waste Program.

Prioritizes potential hazardous waste complaints to be investigated by staff.

Assigns environmental assessment responsibilities to employees to insure that appropriate sites are investigated.

Reviews the work of employees to insure that preliminary inspection reports meet the requirements of EPA and the standards of the Region and the Department.

Prioritizes potential hazardous waste violations for potential legal action.

Coordinates site sampling investigations with the technical staff to insure that appropriate safety and sampling plans are developed and implemented.

Supervises site inspection activities to insure that proper procedures are implemented to follow quality control procedures.

Coordinates the exchange of data and reports to the Central Office staff and EPA.


EMERGENCY RESPONSE

Have responsibility to assure that proper response is made to emergency situations such as spills. The duties include:

A. Assists or directs follow-up operations.

B. Coordinates any special services necessary to clean-up during emergency situations.

C. Represents the Department onsite or at area headquarters during emergency situations.

D. Assists employees responding to emergency situations.


COORDINATION

Meets with concerned citizens groups, local governmental agencies, industrial organizations, and the general public to discuss the application of the Solid Waste Management Acts.

Meets with facility operators to interpret rules, regulations, policy and procedures concerning solid waste management and the application of these to inspections, investigations, surveys, and enforcement activities.

Consults and apprises DEP Management of important and relevant cases, activities, and complex situations, requests direction as necessary.

Acts as a coordinator with personnel in other Departmental programs, the EPA, and other regions in conducting investigations and enforcement activities.


ADMINISTRATIVE DUTIES

Assists the Regional Operations Manager in the preparation of the Program Plan.

Compiles reports on solid waste inspections and investigations for submission to the Central Office and EPA.

Conducts staff meetings.

Carries out other related duties as assigned by DEP management.

3.Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

4.Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

5.In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

6.Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
Operates a motor vehicle to travel to various field sites.

The Solid Waste Supervisor is responsible for an assigned geographical area established by the Program. Work is prioritized based upon existing staff complement, taking into consideration the EPA RCRA grant commitment and state facility inspection requirements, complaints, etc. Efacts reports are produced to review inspector’s performance. Periodic meetings are held with the Operations Manager to review these reports to enhance inspectors performance in meeting inspection obligations.

Training programs are developed and implemented for Environmental Trainees. Solid Waste Specialists are assigned inspection and monitoring duties within a given geographic area. Reviews of performance are done annually to ensure program objectives are being met. Work products of the Solid Waste Specialists and Environmental Trainees are reviewed to ensure accuracy and compliance with Department policy.
