Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. REAL PROPERTY RECORDS ADMINISTRATION Administer the Air Force computer program Next Generation IT (NexGenIT) real property module in accordance with applicable federal regulations, instructions, and guidance from the Air Force Civil Engineering Center/Real Property Management (AFCEC/CIT) and National Guard Bureau/Real Estate (NGB/A4AIR). Utilize Integrated Engineering Management System (IEMS). Review all programming documents, work orders, contracts, etc. to ensure that all changes affecting real property records are capitalized and/or recorded. Provide real property reports, statistics, and recommendations concerning the utilization, development, and disposal programs of real property. Develop, establish, interpret, and maintain legal instruments such as leases, licenses, and permits by which the Department of the Air Force either grants or acquires an interest in real property. Interact and follow tasking direction assigned by the National Guard Bureau as applicable to the Pennsylvania Air National Guard. Prepare and submit all reports and documentation in compliance with established procedures. Prepare and submit all required real property reports including data calls as requested by the Base Civil Engineer. AFCEC/CIT or NGB/A4AIR. Ensure that all real property records and files are “audit ready.” REAL PROPERTY ACTIVITIES SUPPORTING THE ONGOING MISSION Develop and recommend program submittals for the acquisition and disposal of fee simple titles, leaseholds, easements, licenses, permits, and land exchanges with both private landowners and other government agencies in support of the Air National Guard mission requirements. Coordinate and work closely with the Corps of Engineers (COE), (AFCEC), (NGB/A4), the Environmental Manager, and the Base Civil Engineer in amending Air National Guard leases, licenses, permits, easements, etc. when considering any out-grant of property to other uses and as a solution to any encroachment actions. Participate in site selection surveys acquiring or granting rights of entry. Research and interpret legal documents such as deeds, abstracts of titles, etc. to determine ownership to support the legality of acquisitions. Identify, measure, and record all new and existing plant and facilities systems from reading maps, plans, property descriptions, and other real estate documents. Establish and maintain manual/written Real Property Facility Binders/Folders and computer based accountability records for land, buildings, utility systems, special purpose facilities, Real Property Installed Equipment (RPIE), and other real property. Use spreadsheets, word processing software, and other computer resources to document Real Property conditions. Prepare Real Property Acceptance Documentation, DD Form 1354, Final Acceptance Report, Real Property Installed Equipment listing, and all other documentation supporting the transfer and acceptance of new construction, alterations, and additions to existing facilities. Track significant Real Property projects in Real Property Package Tool (RPPT). Conduct annual surveys of station boundaries to ensure that acts of encroachment have not occurred. When encroachments are found, notify the Base Civil Engineer and take appropriate action in conjunction with the Judge Advocate to resolve the situation. Accomplish inventory vouchers and briefings for the Facilities Board accordingly. Conduct 5-year physical inventory (or as dictated by Air Force) of all Real Property in accordance with directives and regulations. Inspections require “field work” to verify condition of property. Use of tape measure, survey wheel, camera, ladder, and other tools/equipment may be necessary. May be exposed to a variety of weather conditions and elevated surfaces/heights while performing work. Mark up floor plans to reflect any changes discovered during the inventory. SURPLUS REAL PROPERTY DISPOSAL Prepare and process Declaration of Excess and/or proposed facility disposal actions for real estate action, including land or buildings. Screen excess property with other military services, federal agencies, etc., for transfer opportunities where feasible. Responsible for detailed surveys and analysis for building condition determinations or retention of easement or recapture rights, restoration costs, if leased property, and for recommended method of disposal. Initiate environmental screening actions and ensure actions are complete prior to acquisition or disposal actions. Conduct continuous space-use studies based on unit assigned and Real Property Category Code to ensure full and efficient use of all building space. Analyze space for compatible use, allowable criteria, and costs of any changes. Work with the Base Civil Engineer and NGB/A4AIR to establish criteria and requirements. Present space-use analysis to the Facilities Board with recommendations. REPRESENTING THE BASE CIVIL ENGINEER IN REAL PROPERTY MATTERS Represent the Base Civil Engineer in all areas involving real estate matters. Act as recorder of monthly building manager meetings and make recommendations for appropriate action to building managers, fire prevention, safety, and environmental personnel on related real estate and improvement issues. Travel to and represent the base at Joint Facilities meetings involving Real Property matters. Participate as a nonvoting member of the Facilities Board by presenting and defending land acquisition proposals, accessing actions, changes in facility use, facility disposals, and any other actions affecting real estate holdings. Perform related duties as required and support all civil engineering activities as may be required by the Base Civil Engineer or necessitated by mission requirements assigned the Pennsylvania Air National Guard. TRAINING Attend periodic off base Real Property training offered by NGB/A4. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor. **Must pass a favorable NCIC screening and possess one of the following for admittance to Pittsburgh Air Base: valid REAL ID-compliant driver’s license; other REAL ID-compliant identification cards; alternative acceptable document such as a passport; or military/CAC/retirees’ ID card.** |
