Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for supporting information technology (IT) systems for the Department of Corrections (DOC) State Correctional Institution at Waymart.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides support to employees, contract staff, and inmate networked PCs including hardware and software applications. Transfers user files and programs as needed or when an upgrade is performed. Works with users to determine needs and specify IT requirements.

Receives calls for assistance, provides information and performs hardware and software diagnostic procedures including the use of software utility programs to diagnosis and troubleshoot IT hardware and software problems. Resolves the problem or contacts technical staff or arranges for vendor service following up to ensure that the work is completed appropriately.

Configures PC’s to meet DOC specifications by installing and maintaining computer and network related equipment and software. Obtains approvals and supervisory clearance to install SAP, SCSC, email, internet, mainframe, etc.

Installs newly revised software, such as operating systems, utilities, internet, SAP, SCSC, mainframe, email, etc. and other network software; enters commands and observes system functions to verify correct system operation.

During implementation train all users on the system, install hardware/software, convert (if applicable) old data files to new data files. Oversee/supervise the operation of the system.

Maintains the PC inventory by ensuring the system is updated to reflect new equipment and equipment location changes. Perform an annual facility wide inventory of all DOC maintained computer equipment and software peripherals.

Services printers, troubleshoots and resolves hardware and software problems, initiates and traces service calls to vendors, maintains expertise in desktop operating systems, restores data to file servers and workstations and re-configurations for the LAN. Installs, terminates, tests and maintains all types of cables and wiring found in a networked environment.

Troubleshoots the Local Area Network (LAN) to find and resolve inter-connectivity and other problems that occur in the programming and mechanical connections to the server. Coordinates networking, distributed systems and data communications by selecting and allocating proper hardware and programming applications.

Trains supervisory, management and subordinate staff throughout the institution on personal computers, word processors, mainframe and applications. Provides technical assistance to supervisory, management and subordinates staff throughout the institution who possess computer and peripheral equipment. Acts as troubleshooter to resolve both hardware and software problems encountered in all department possessing automated equipment.

Installs and maintains internet connections for approved users.

Reviews requested systems to assure compatibility with user requirements before implementation. Implements control and monitors network security measures. Administers the network by adding/deleting/changing user accounts and network resources.

Participates in network setups, including all hardware and software necessary for network operation and functionality. Prepares plans and specifications for purchase and implementation of network hardware. Installs network hardware, software and components according to installation standards to ensure operability.

Participates in the development of training materials, manuals, bulletins and other user aids. Conducts formal and informal IT training for users and provides training on use of hardware systems and software applications. When an employee receives new hardware and/or software more detailed training sessions are provided to assure ease of use.

Participates in the review, evaluation and reporting of the capabilities and limitations of industry technologies relative to the open systems environment. These include, analyzing security services and directory services.

Performs the analysis of institutional needs and coordinates the design, development, and implementation of the solution with the Bureau of Information Technology. The analysis consists of collection of data from interviews, operations manuals, technical research and administrative directives. Looks at the present security measures of the current system, the volume of information handles, output media (reports), cost/benefit factors of the old system versus a new system. Makes recommendations to management as to what action can/should be taken.

Serves as a resource and participates in the determination of current IT practices, applications, objectives using automated technology equipment and techniques to acquire, install and implement applications that are the most economical solution consistent with management operating objectives, equipment capabilities and personnel resources.

Serves as a resource for program areas on technical needs, prepares work statements for contractual support and utilizes departmental standards and policies on the procurement of IT related equipment and services.

Serves as a resource to users to discuss existing software and hardware, then recommends the purchase of needed IT software, hardware and services. Provides user support for packaged and in-house software.

Reviews and recommends computer applications, hardware and software purchases, system integration/installation, the use of hardware and software to improve office efficiency and effectiveness, by providing definitions, testing, documentation and coordinates the purchase of hardware and software needed to upgrade the institution.

Assess capabilities of current computer resources for migration to a new computing environment by performing interoperability tests on operating system, network and application software.

Develops and/or contributes in the development of IT systems by testing and evaluating beta products and applications associated with institutional and agency applications.

Performs all other work as required by Supervisor.

Duties are assigned in broad outline by the Bureau of Information Technology and the institution’s Business Manager and are performed with considerable independence. Work is reviewed, upon completion, for adequacy and effectiveness of results.
