Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional position in the field of environmental protection, under the general direction of the Chief, Compliance and Enforcement Section. This position, through supervision of four staff, is responsible for developing, coordinating, assisting regional implementation efforts, evaluating portions of the Underground Storage Tank (UST) Technical Programs, and administering the EPA UST Grant, under the Resource Conservation and Recovery Act (RCRA). The incumbent oversees and supervises the daily program implementation activities of four staff to ensure the successful accomplishment of the storage tank program goals and objectives. This employee interprets assignments, rules, regulations, procedures, and provides technical assistance and guidance to Department employees, UST facility owners and/or operators, Department-certified third-party UST installers and inspectors, and the public concerning the storage tank program. This employee also represents the Commonwealth at meetings relating to the above duties dealing with the public, commonwealth agencies, and federal officials. This position also includes planning, organizing and assigning work to subordinate employees, determining workflow, evaluating their performance, resolving grievances, approving/disapproving leave requests, evaluating employee training needs, providing training, and delivering guidance for staff development. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Coordinate with immediate supervisor on the development, and evaluation of statewide implementation of the Underground Storage Tank Program. Keep supervisor informed of any potential program changes, updates, or significant problems. Coordinate with immediate supervisor on the development of draft rules and regulations, fact sheets, guidance documents, UST operations inspection forms, UST modification reports and procedures necessary for the implementation of the Storage Tank Program. All final products must be coordinated with and approved by immediate supervisor (Section Chief). Responsible for the coordination and evaluation of the enforcement elements of the Commonwealth's Underground Storage Tank Program; including facility inspections, facility technical standards, Department-certified installer and inspector standards of performance, and field investigation activities. Provide technical support and guidance to employees, co-workers, and field staff in the conduct of inspections, investigations, financial responsibility, compliance with technical standards, and third-party inspection oversight. Coordinate the implementation of the Division’s informal enforcement actions and Notice of Violation Letters (NOVs) against non-compliant UST facilities, coordinate and implement state-wide enforcement efforts, supervise the maintenance of statewide enforcement activity information for reporting purposes, and ensure consistency and uniformity in enforcement of the Storage Tank Act and regulations. Provide technical guidance and information to the section and regional staff, industry, regulated facilities, and the public in the implementation of the regulations and existing program policies. Meet with Commonwealth, municipal, Storage Tank Advisory Committee, facility owners, federal officials and interested groups to explain the Department's rules, regulations, existing policies and program information. Assist with the administration of the statewide permit program for UST facilities including the timely issuance of UST permits as necessary and oversees UST permit compliance. Assist with the administration of the RCRA, EPA UST Grant for the Storage Tank Program including assisting with preparing UST Grant Program Plans, assisting with the preparation of program progress reports to EPA, assisting with the State Program Approval (SPA) activities, coordinate UST activity with EPA and participation in meetings and discussions with EPA. Coordinate storage tank related activities with other state, federal and local officials consistent with existing program policies, procedures and regulations. Provides supervisory oversight, training, development, and mentoring of four staff in the UST Program Implementation and the third-party Inspection Program. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Develop and administer agreements with state agencies, and industries consistent with existing policies and regulations for UST inspections and facility compliance. Consult with supervisor on areas related to objectives, scheduling and potential problems. The subordinate technical staff are given specific and general assignments in form of tasks, standards and schedules to determine adherence to agency policies and practices, accomplishment of program goals and objectives and to provide program guidance. Work is assigned based on employee's function within the organizational unit. Day to day assignments are delegated with general instructions and much work is self-initiated within areas of expertise as needs are identified. Routine work products are completed with minimal review. |
