Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is assigned to the monitoring and compliance unit in the Storage Tanks Section. This is professional work in the Environmental Cleanup & Brownfields Program. If the position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Water Quality Specialist. If the position is filled as a Water Quality Specialist, the incumbent will perform a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The employee will perform a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws. Specific duties as follows: 1. Inspects aboveground and underground storage tank facilities for compliance with departmental requirements regarding installation, operation, maintenance, leak detection, closure/removal, spill prevention and response planning, permits, and registration. 2. Verifies use of certified contractor during tank handling activities and conducts installer/inspector oversight. Reviews submissions from the regulated community regarding third party inspections, modifications of equipment, and tank closures. 3. Collects, compiles, and develops investigative leads and evidence concerning violations in support of enforcement activities, prepares violation letters and assists in preparation of consent assessments; assists in negotiating settlements and penalties, prosecuting cases on behalf of the Commonwealth, and conducting surveys of facilities to determine compliance with regulatory requirements. 4. Conducts consented or warranted searches and aerial and ground surveillance of suspected violators, presents evidence in legal proceedings, negotiate penalties payable to the Clean Water Fund and Storage Tank Fund, and attend enforcement conferences or administrative hearings to provide information on case. 5. Investigates and resolves complaints involving petroleum or hazardous material spills or releases from aboveground and underground storage tanks, and ensures cleanup of the spills. Investigates and resolves complaints involving contaminated groundwater supplies, and soil and groundwater contamination as the result of releases or spills from storage tank facilities. Investigates and resolves complaints regarding other violations of the Storage Tank and Spill Prevention Act and the Department’s rules and regulations. 6. Responds to emergency situations such as spills or releases to assist or direct cleanup operations; coordinate acquisition of equipment or special services needed to clean up after emergency situations; work involves coordination with region’s Emergency Response Coordinator. 7. Meets with a wide variety of persons and organizations, including local officials, industry representatives, the media, environmental and special interest groups, federal officials, and the public, to explain departmental programs, functions, actions, rules and regulations, and policies. Interacts with other State, Federal, and local agencies/departments with jurisdiction over aboveground and underground storage tanks and the storage of petroleum and chemical substances. 8. Attends public meetings as the Department’s representative to explain the State and Federal Storage Tank Programs; serves as liaison with Federal officers, bureau staff, consultants, local officials, and the public; and participates in the development of guidance documents, policies and procedures, and program evaluations. 9. Prepares letters, correspondence, reports, and other written material as required to exchange information with supervisor, facility operators, municipal officials, consultants, impacted parties, and the public. 10. Assists in providing on-the-job training to new staff; advising management on the effectiveness of the training program and their progress. 11. Conducts preliminary assessments and site inspections to determine the extent of contamination, to identify responsible parties, and prepare reports of findings; reviews and comments on technical documents prepared by consultants and Department staff for assigned sites; provides technical support to legal staff for cost-recovery and other legal actions. 12. Assists in implementing the Land Recycling and Environmental Remediation Standards Act (Act 2 of 1995). Work requires knowledge of the interrelationship between Act 32, Act 2, Clean Streams Law, HSCA and other waste manage regulations. May assist in reviews of release remediation cases to evaluate attainment of Act 2 cleanup standards. 13. Collects environmental and chemical samples; interprets laboratory analyses to determine the extent and degree of contamination; conducts field tests, and performs calibration and routine maintenance on a variety of test equipment. 14. Reviews spill prevention response plans to determine their effectiveness in preventing accidental pollution. 15. Maintains and assists in the use and coordination of eFACTS as it relates to the Storage Tank program. 16. Identifies issues encountered and recommends solutions to Section Chief. 17. Responds to emergency situations such as spills to assist or direct cleanup operations, coordinate acquisition of equipment or special services needed to clean up after emergency situations or involves coordination with the region's emergency response coordinator. 18. Prepares letters, correspondence, reports and other written materials. 19. Reviews third party inspection reports for accuracy and compliance with storage tank requirements. Also follows up on cases where the inspection reports show facilities in non-compliance. 20. Serves as a Departmental witness during legal proceedings. 21. Reviews reports, submittals, and plans to determine compliance with the Department’s laws, rules, and regulations. 22. Follows Standard Operating Procedures (SOPs). • Reviews permit applications and draft Record of Decision (ROD). • Enters appropriate data into eFACTS. • Drafts deficiency letters with regulatory citations. 23. The employee will operate, calibrate, and perform routine maintenance on a variety of monitoring and test equipment. 24. The employee will perform other related work as required. 25. Travels to various field sites. 26. The employee will satisfactorily complete the 24-hour OSHA Hazwoper moderate risk training as well as the required annual training. 27. Promotes the Department's mission. 28. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Inspection goals and frequency are established for the assigned work unit. Specific items are periodically assigned with deadlines given. Work specifically assigned is reviewed upon completion. Work generally assigned through the program plan is reviewed also upon completion and on a quarterly basis. Program evaluation is a continuous process and is summarized in the annual performance evaluation report. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually. The trainee level requires direct supervision by the supervisor for a period of 12 months, not to exceed 24 months.
