Position Purpose:

The incumbent in this position is responsible for purchasing services or commodities for the Department to enable on-going operations.

Description of Duties:

• Maintain and apply extensive knowledge of the Commonwealth/Agency purchasing policies and regulations to include the Procurement Handbook, Act 57 Title 62 and the Statewide Contracts.
• Determines the method of procurement and make recommendations for specialized procurements to include (but not limited to): commodities, services, sole sources, emergency procurements and no substitute purchases.
• Maintains a working knowledge as it pertains to the job functions in the Commonwealth’s purchasing systems. The systems include SAP, SRM, ESS and Jaggaer.

• Works with agency subject matter experts and personnel to administer the procurement activities from the development and implementation of the procurement strategy to the management of the purchase order to include compliance of the supplier, including tracking supplier performance and gathering supplier performance feedback. Monitors supplier corrective action plans for quality, delivery and performance shown in the Contractor Responsibility System (Management Directive 215.9).
• Establishes teams of agency personnel to gather and assess agency requirements for specialized procurements for services, commodities, materials and equipment availability to include alternatives and product information.

• Prepares solicitation documentation to acquire commodities or services needed by Department program offices. Reviews competitive bids to obtain the best purchasing value for the Department.
• Works with the Commonwealth’s ITQ contract system to solicit qualified vendors via Request for Proposal Method (RFP), Request for Quote (RFQ) method, accept vendor questions, answer vendor questions and review qualified vendor bids to procure those commodities and services required by the Department’s program offices.
• Works closely with legal personnel to ensure the Commonwealth’s Terms and Conditions are accepted. When necessary, work with the vendor and legal personnel to establish mutually-agreed upon Non-Standard Terms and Conditions for governing the purchase.

• Adheres to and abides by the Right to Know Law requirements.
• Works with the Commonwealth’s Union representatives to ensure there are no violations of the Article 43 agreement.
• Supports small business, diverse small business and veteran-owned business initiatives.

• Resolves delivery problems, receives goods when appropriate and confirms services rendered at PSP locations. Investigates discrepancies in purchase order invoices to ensure proper and accurate payment of Commonwealth vendors.

• Performs other duties as required.
