Position Purpose:

Applies engineering practices and principles to make sound decisions and judgements related to the completion of work assignments. Performs civil engineering traffic control work in the District’s Traffic Studies, Safety, and Signing Unit. Conducts and reviews traffic engineering and safety studies in accordance with Department regulations and standards.

Description of Duties:

Core Traffic Engineering and Analysis
Prepares engineering reports and technical documentation for the justification of safety improvements, including after-studies, to support traffic control decisions, roadway design considerations, and safety improvements.

Utilizes sound engineering judgement and practices to recommend traffic related safety improvements for inclusion in projects.

Conducts traffic engineering studies and evaluates roadway conditions to determine appropriate traffic control measures, including work zone and hazardous grade speed limits, intersection control, parking restrictions, vehicle or weight limits, and designated truck access routes.

Conducts speed studies and determines appropriate legal speed limits based on engineering and traffic investigation principles.

Collects and analyzes traffic data including traffic volumes, speeds, and roadway characteristics to develop engineering recommendations supporting safe and efficient traffic operations.

Performs data collection, data analysis, and diagram preparation for manual and automatic traffic recorder (ATR) counts to include data entry and analysis.

Analyzes crash data, collision diagrams, and traffic safety trends to identify hazardous locations and recommend engineering countermeasures to improve roadway safety.

Participates in Road Safety Audits and safety investigations, evaluating roadway conditions and recommending engineering improvements.

Evaluates and determines appropriate regulatory traffic restrictions in accordance with Title 75 of the Pennsylvania Vehicle Code.

Performs engineering reviews of plans for traffic restrictions and designated truck access routing for compliance with Title 75 Vehicle Code.

Performs technical engineering reviews of traffic control plans, signing plans, and roadway design plans to ensure compliance with Department standards, engineering guidelines, and regulatory requirements.

Reviews plans and completes engineering submissions and calculations related to traffic engineering and safety studies while implementing industry standard security protocols for the justification of existing or new traffic restrictions or patterns.

Reviews Highway Occupancy Permit (HOP) applications and provides engineering recommendations related to traffic operations, safety, and signing requirements.

Reviews and evaluates requests from trucking companies to modify the Designated Truck Network. Uses engineering knowledge to analyze roadway geometry, traffic conditions, and operational impacts to determine suitability for oversized or twin-trailer vehicle operations.

Evaluates requests from school districts regarding student walking routes and determines whether roadway conditions meet established engineering criteria for hazardous or non-hazardous designations.

Assists the District Highway Safety Specialist/Engineer with the preparation of safety related design projects.

Traffic Control and Signing Program Responsibilities
Provides support for the District Signing Program, including large sign maintenance and repair activities.

Reviews and approves requests for special signing (including banners), special events, races and film shoot agreements and temporary traffic control arrangements in accordance with applicable regulations and engineering standards.

Participates in determining the District’s Signing Program goals.

Assists with signing reviews on state highways to identify missing, worn, or damaged signs and ensures signs are accurately inventoried in the System Applications and Products (SAP) system.

Reviews plans for attraction and PA Logo signing and responds to initiating party (PA Logos LLC). Takes part in preliminary and final inspections of the PA Logo signing projects. Assists in determining suitable locations for Tourist-Oriented Directional Signs (TODS).

Reviews and evaluates signing plans, specifications and shop drawings prepared by Department staff and consultants to ensure compliance with MUTCD standards and Department design policies. Update SAP sign inventory upon completion of projects.

Collects and analyzes signing data to recommend sign locations or develop corrective action plans. Liaises with municipal officials, private organizations and the public on traffic study and signing programs.

Coordinates signing activities in the County Maintenance Organizations and local signing needs with the District Municipal Services unit.

Enters sign work order notifications in SAP and coordinates installation to ensure signs are installed correctly and in a timely manner.

Assists in the administration of the District’s large sign maintenance/repair contract including tracking sign installation.

Maintain database of approved sign manufacturers and approved signs and materials.
Instructs all trainees, temporary employees, and interns on District signing procedures including, signing reviews, creating sign work orders issuing sign notifications, ordering signs, installation inspections, etc.

Coordination, Communication and Public Engagement
Investigates and responds to complaints or information requests from the public, legislators, municipalities and law enforcement.

Coordinates with municipal officials, law enforcement agencies, consultants, and Department personnel to evaluate traffic concerns and develop engineering solutions to address operational and safety issues.

Provides traffic study histories upon request.

Provides training and guidance to customers and county personnel on Department policies and regulations.

Reviews and develops correspondence for traffic route changes.

Meets and assists county assistant and foremen with items related to studies or sign work orders.
Schedules annual meeting with County Assistant Managers and Sign Foremen to discuss Department signing policies and preferences for upcoming year.

Programs and Special Initiatives

Assists with the deployment of the Department's Speed Minder Trailers.
Coordinates the District Operation Yellow Jacket (OYJ) program and works with the Pennsylvania State Police to implement enforcement activities.

Serves as SAP Application Plant Maintenance Power User and participates in the Monthly Asset Management Focus Group (MAPI) for signing inventories.

Serves as the District Traffic Studies and Safety Supervisor when needed.

Participates in the District's Road Condition Reporting System (RCRS) in a back-up role and is responsible to staff the District Incident Command Center (ICC) when directed by the District Traffic Engineer.

Administrative and Field Support

Participate in Department project scopings.

Attends meetings and prepares related correspondence.

Conducts semi-annual inspections of County Maintenance emergency detour trailers.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

Commit to following the Departments Green Plan Policy *Pub 712/) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.
