This position provides technical support to Insureds, Agents/Brokers, and customers in the processing of duplicate coverage, ownership, premium issues, Pennsylvanian Compensation Rating Bureau (PCRB) and Coal Mine Compensation Rating Bureau of PA (CMCRB) correspondence, telephone inquiries, and other related tasks. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the direction of the Administrative Officer and Clerical Supervisor, the person occupying this position performs the following functions: 1. Provides technical assistance to Policyholders and Brokers involving the submission and processing of Executive Officer Exemptions under the scope of the Pennsylvania Workers’ Compensation Law. This involves the analysis and independent determination of eligibility, based on the entity's corporate structure. Once eligibility is determined, Employee is also responsible for processing and notifying the Policyholder of policy payroll reduction and its corresponding effect on policy premium. Proper notification must also be provided to the Bureau of Workers' Compensation when the sole employee of an entity has exemption status. In cases where the above affect present policy classifications, notification must be forwarded to the PCRB. 2. Reviews and analyzes written inquiries and requests received from Policyholders regarding Certified Safety Credits, in accordance with Workers' Compensation Legislative Act 44 and Act 57. Once eligibility is determined for a policy term, employee enters the credit on the SMART System, with responsibility of notifying other SWIF departments that would be affected by endorsing the policy with a Safety Credit. In cases where the Safety Credit must be removed from the policy, employee makes the change, notifying the appropriate departments. 3. Reviews policy Interim Audits (6-month audits) done by outside vendors, in addition to mail and telephone inquiries by Insureds and Brokers/Agents, endorsing the policy on the SMART System as required, when there are changes to policy classifications, payroll assessments, locations, ownership, etc. Employee is also responsible to provide complete and detailed explanations to policyholders regarding any of the above changes. 4. Reviews and responds to inquiries received for the Policy Review Section of the PCRB and CMCRB regarding a policyholder's experience modification factor used for premium determination. 5. Reviews and responds to PCRB and CMCRB Disapproval Letters regarding unauthorized classifications and illegal classification combinations, notifying SWIF Audit Unit of any revisions requiring a Re-Audit. 6. Reviews PCRB and CMCRB Citation Reports and updates population figures for Volunteer Fire Companies and rates, documenting all pertinent information in the SMART System, and in the policy file. 7. Makes determinations on late premium payments checks to either accept the late payment and to reinstate coverage or verify cancellation by notifying the policyholder that a new application must be submitted to re-establish workers' compensation coverage. 8. Prepares a daily list of accomplished work determining performance. 9. Handles and resolves duplicate coverage policy situations in accordance with the PCRB and CMCRB Rules and Regulations. 10. Handles and applies Pennsylvania Premium Construction Credits to policies in accordance with PCRB's approval. 11. Performs related work as assigned. |
