Position Purpose:

The incumbent in this position functions within the Department of Human Services (DHS), Office of Income Maintenance (OIM), Bureau of Child Support Enforcement (BCSE), in the Division of Program Development and Evaluation (DPDE), Program Administration Section (PAS). BCSE is the designated state Title IV-D agency under P.L. 93-647, U.S. Social Security Act, as amended. Work performed is developmental, analytical, evaluative, and administrative in nature. The individual in this position is responsible to review, analyze, and evaluate state Title IV-D Child Support Enforcement (CSE) Program Objectives, financial and audit policy, procedures, and operations to ensure compliance with federal Title IV-D Program requirements and improve county Domestic Relations Sections performance. Develops and writes recommended revisions for state statutory, regulatory, policy, and procedural revisions as required by federal statute and regulations. Reviews, analyzes, and evaluates the expenditures of federal funds to ensure the effective and efficient management of Title IV-D funds in accordance with federal statute and regulations, state statutes, BCSE policy, the Title IV-D Cooperative Agreement and established policies. The incumbent provides support to an Audit Specialist 3 and the Program Administration Section Manager regarding the Title IV-D Child Support Enforcement Program.

Work is performed with guidance from an Audit Specialist 3 who assigns the work and upon completion reviews for quality, adherence to established standards, and professional development.

Description of Duties:

1. Provides technical assistance, training, and direction to the 64 county Domestic Relations Sections (DRSs) regarding Federal Financial Participation (FFP), federal incentive spending, Title IV-D budgeting and accounting and implementation of new program initiatives for the CSE program. Participates in conferences, seminars, and symposiums in the area of assigned expertise.

2. Provides technical assistance and direction to chief executives, comptrollers and judges of subrecipient agencies including the County Domestic Relations Sections of the County Courts of Common Pleas to ensure county policy and operations attain mandated results and are consistent with applicable laws and regulations.

3. Provides ongoing administrative and program support to an Audit Specialist 3, the PAS manager, and the Director of the DPDE regarding Pennsylvania Title IV-D Program fiscal requirements and formulation of related policy and procedural material. Provides input on special projects and related issues as requested.

4. Develops and delivers training to DRS and BCSE staff on new, revised, and existing fiscal policies and procedures impacting the CSE program as directed by the PAS Manager and assigned by the Audit Specialist 3. Assists with maintaining state CSE training materials.

5. Performs independently, or as part of a team to conduct specialized reviews as assigned by an Audit Specialist 3 or the PAS manager to determine if agency operations, policy, procedures, distribution practices, and claims for reimbursement adhere to federal/State laws and statutes, federal regulations, BCSE policy and procedures, and the Title IV-D Cooperative Agreement.

6. Analyzes and interprets rules, regulations, policies, standards, and objectives of the auditing program, for BCSE staff, county employees, and private accounting firms as required. Reviews CSE-related legislation, federal and state policy directives, and program initiatives and prepares recommendations and responses as necessary.

7. Investigates and responds to questions, problems, complaints and allegations related to FFP, Title IV-D budgetary and accounting, audit resolution and compliance with CSE laws and regulations. Develops and designs templates for DRS staff to analyze financial data and summarize Title IV-D revenues and expenditures.

8. Analyzes and evaluates contracts, plans, reimbursement requests, audits, and other financial reports and participates in negotiations and approvals of requests for reimbursement to assure that funds expended adhere to CSE policies and regulations.

9. Develops and writes letters responding to DRS fiscal policy interpretation, requests for approval to expend Title IV-D funds based upon the Title IV-D Cooperative Agreement, and federal and county procurement rules, and other correspondence as assigned. Ensures DRSs comply with correct procurement procedures. Provides instruction to DRSs to correct procedures as directed or otherwise necessary.

10. Develops and writes DRS Memoranda, and other memoranda as necessary to establish and implement State Title IV-D fiscal policy and procedures and issues county earned incentives, and instructions on Title IV-D Budgeting and accounting procedures.

11. Develops detailed excel formats for staff to use to consolidate, reconcile and, as necessary, delete duplicate collections data, reported within the DHS Comptroller-prepared and PACSES-prepared OCSE 34 quarterly reports and used to complete the federally mandated OCSE 34 quarterly reports.

12. Analyzes, reviews, and approves quarterly statistical and expenditure cost allocation documentation used to report non-Title IV-D case SCDU expenditures on the federally mandated quarterly OCSE 396 reports.

13. Plans, initiates, coordinates, and conducts meetings as necessary, and/or directed to achieve CSE fiscal program objectives.

14. Assists in the review and analysis of the federal Data Reliability Audit of the Pennsylvania Child Support Enforcement System (PACSES) data for the purpose of developing corrective action plans as necessary to ensure approval and avoid the loss of funding. Participates with implementing corrective actions to ensure PACSES data is reliable and meets the minimum federal requirements for passing the Data Reliability Audit.

15. Assists the Audit Specialist 3 with the annual Single Audit conducted by the Auditor General’s Office. Meets with auditors, provides appropriate information, and prepares response to any findings, to ensure future compliance.

16. Reviews and responds to financial and performance audits performed by the federal Office of Child Support Enforcement and other audit agencies pertaining to the Child Support Enforcement Program. This requires coordination with other BCSE Divisions in developing the audit response and in assuring corrective actions is enacted to that response to audit findings and recommendations.

17. Develops and prepares statistical and other management reports utilizing graphs or tables designed to evaluate the overall effectiveness of the programs administered by BCSE, and makes recommendations for changes to increase effectiveness and efficiency.

18. Develops and determines individual quarterly and annual bonus federal incentive award amounts to be awarded to counties through the detailed analysis of individual county performance measures and weighted child support collection totals. Any error or omission to any individual county performance measure or to any weighted child support collection amount will result in errors to all incentive award amounts developed for issuance to the 65 counties.

19. Examines, analyzes, and interprets accounting records to prepare financial statements, give advice, advice on systems of recording costs or other financial and budgetary data.

20. Develops and analyzes BCSE and county budgetary data for use in CSE program operations and the annual department budget request and to ensure compliance with federal and state fiscal policies.

21. When necessary, designs and develops budgetary program revision requests for executive review and approval in response to program goals and objects.

22. Assists in the maintenance of the BCSE Title IV-D Child Support Program Manual (CSPM). Develops and writes CSPM updates as warranted or directed.

23. Maintain a current knowledge of generally accepted accounting principles, generally accepted auditing standards, federal and state laws, rules and regulations and organizational directives, and changes and amendments thereto, so as to be current in the administration of his/her job responsibilities.

25. When necessary, travel to BCSE area offices, DRS offices, and federal, state, and local agencies.

26. Performs other related duties as required.

Individual performs assigned tasks with minimal supervision.
