Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assist RTMC Manager in improving the daily Operations of the Western RTMC. Assist RTMC Manager in daily duties related to the ITS infrastructure within the Western Region of PennDOT including the Design, Construction and Maintenance of all ITS devices. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1) Assists in the enhancement and continued growth of the Western Regional ITS System. This system includes Closed Circuit Television, Dynamic Message Signs, Highway Advisory Radio Transmitters and Signs, Fixed Anti-Icing Spray Technology, Microwave Detectors, Fiber Optic Multiplexers, Network Switches and all other associated hardware that incorporates the Intelligent Transportation System within the District and the Western Region.

2) Coordinates with the contractor for the Penn Lincoln Parkway Patrol Programs by reviewing the contractor's operations, discussing issues and resolving problems.
Uses engineering judgement to review in-house and consultant prepared design plans for the placement of ITS equipment.

3) Oversees the contractor for the HOV Security during morning rush hour.

4) Updates the incident management data base and provides updated reports to supervisors and other internal customers.

5) Works with our partners and other Department Units to successfully implement our Intelligent Transportation System.

6) Works to create Standard Operating Procedures and Protocols for the District Traffic Management Center.

7) Conducts and reviews all engineering studies relative to congestion, including all freeway and expressway capacity studies.

8) Ensures successful coordination and communication during planning, incidents and debriefings, with police, fire, emergency-service, maintenance, television and other news media personnel.

9)Keeps up to date on current Intelligent Transportation Systems (ITS) technology and uses this knowledge to implement ITS projects to reduce traffic congestion.

10) Participate on statewide committees involving TMC/ITS operations, technology and standards.

11) Coordinates the training of new employees on the use of the District 11 ATMS software, HAR Platinum software and VSOM as well as the documentation databases used within the Western Regional TMC.

12) Assist in project delivery of all ITS within the District, including preparation of Plans, Specifications and Estimate for all ITS work on in-house projects, and managing consultant project delivery efforts.

13) Assist RTMC Manager in coordinating with Construction personnel on all ITS projects within the District, including the review on all Source of Supply, deciding/directing the final location of all devices and structure details of devices, reviewing line-of-sight calculations, attending Project Control/Coordination Meetings, assisting Contractors with technical questions/issues, overseeing the integration of new devices within the District and attending the Final Inspection for ITS deployments.

14) Assist with ITS Maintenance within the District.

15) Assists in maintaining databases for ITS inventory and ITS Maintenance activities to track the costs associated with devices and makes decisions on the life cycle of the device based on these costs.

16) Assists RTMC Manager with scheduling of RTMC Shift Supervisors and RTMC Operators to ensure the RTMC is able to provide RCRS and traveler information at all times.

17) Assists RTMC Manager in the RTMC coordination with Allegheny County Maintenance to ensure radio room coverage during off-hour operations as well as communicating with County Management on all issues that develop.

18) Oversees the RTMC coordination with the Tunnel personnel to ensure the successful daily opening/closing of the Pittsburgh HOV facility.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing
explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement:
