Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for collection of delinquent taxes through the wage garnishment and bank attachment methods.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Utilizes the Revenue phone system and Microsoft outlook to assist taxpayers or their representatives according to established guidelines.

Informs taxpayers or their representatives of delinquent taxes, non-filed returns, or other documentation that must be submitted.

Occasionally meet with taxpayers and/or their representative, in person, to discuss delinquencies on account, and retrieve needed documents for processing.

Collects or verifies that all delinquent information including tax returns/reports, payments and other documents needed to bring a taxpayer into compliance are remitted.

Explains to taxpayers, accountants, attorneys or other taxpayer representatives, verbally or in writing, the application of various tax laws, filing and payment procedures, rules and regulations.

Determines tax liability due, and computes interest and penalty, according to tax law and rules and regulations.

Inputs updates in PATH and researches Bridges, based on communications and documentation received from taxpayers, their representatives, or financial institutions.

Pursues the collection of the tax liability for businesses, and individuals, subject to payment of various Pennsylvania taxes.

Keeps and maintains files and computer records on Wage Garnishment and Bank Attachment cases.

Processes payments received from taxpayers, their representatives, employers, or banking institutions to the proper Revenue system.

Creates Wage Garnishment vouchers based on type of payment received.

Verifies that Garnishment payments and seized bank funds are applied correctly to a taxpayers account.

Manually requests liens against delinquent tax liability, and lien satisfactions via PATH

Reviews Revenue Appeals Processing System (RAPS) to determine if a taxpayer has an open appeal against a delinquent tax liability.

Reviews and requests Responsible Party Assessments (RPAs) against Business Trust Fund Tax accounts.

Requests liens against Responsible Party Assessments (RPAs) and proceeds with wage garnishment order against responsible party.

Refers taxpayers to the Customer Experience Center (CEC) or the appropriate Revenue District Office when taxpayers request a deferred payment plan (DPP) after reviewing account history.

Recommends referral of accounts for further collection activity.

Reviews accounts referred for Wage Garnishment. Produces and mails notices for taxpayer and their employer notifying them to begin garnishing wages until the liability, is paid in full.

Reviews account information and W-2 data on-line in order to prepared documents to commence Wage Garnishment proceedings.

Administers wage garnishment procedures for delinquencies incurred for the Trust Fund Taxes.

Receives and reviews Personal Income Tax cases, referred from the Customer Experience Center and/or PATH Analytics, and Business Trust Fund accounts, automatically and manually referred for Administrative Bank Attachment (ABA).

Researches Commonwealth Integrated Tax Information & PATH or Imaging for possible banking information that can be utilized in an Administrative Bank attachment and creates a levy case against the taxpayer.

Prepares and sends attachment orders to financial institutions with a forecasted liability in order to spur collection of delinquent liabilities.

Processes responses from taxpayers and financial institutions and provides a notice of attached funds to taxpayers upon receiving requested responses from financial institutions.

Follow up with banking institution on status of bank attachment or seizing of available funds.

Demonstrate a commitment to meeting expectations of the bureau/program’s customer(s) at all times.

Apply Lean thinking in day-to-day tasks.

Being mindful of internal controls and risk management when changes are made to a process.

Performs all other related duties as required.

Determines the nature of the tax problem and if collectible.

Determines if a case can be wage garnished or bank attached.

Recommends referral of accounts for further collection activity.

Determines if checklist is completed correctly prior to producing a Wage Garnishment Order.

Verifies that all levy cases created are in compliance with ACT 85 of 2002, Tax Reform Code prior to making bank attachment efforts.
