Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the District Safety Coordinator for 8-0 (primarily 8-1, 8-2, 8-3 and 8-4) . Develops and implements employee safety programs, provides advice, guidance and support for District-wide safety programs in a manner consistent with legal, policy, and procedural requirements.

Description of Duties:

Serves as the main point of contact for all safety related issues, questions and concerns for field operations.

Initiates actions to comply with the Department’s goals and primary focus areas involving safety objectives. Initiates safety programs to increase safety awareness and reduce accidents and injuries. Provides direction and guidance to highway maintenance crews and garage personnel engaged in highway maintenance activities on safe and proper ways to perform duties.

Ensures appropriate safety precautions are used to maintain safe environment for workers and the motoring public through the use of proper safety procedures and equipment. Takes the lead in creating and encouraging awareness of work area conditions and initiation of proactive accident and injury avoidance measures. Develops Job Safety Analysis.

Promotes accident prevention activities. Ensures appropriate resources are provided to address risk. Coordinates safety promotional activities. Analyzes accident data and implements appropriate strategies.

Ensures compliance with health and safety legislation, policies and consensus standards. Implements use of national health and safety consensus standards. Develops and maintains an emergency response plan and ensures compliance with: Right to Know Law, Drug Free Workplace Act, Fire and Panic Act, Commonwealth Management Directives, Federal Motor Carrier Safety Act, and the Drug and Alcohol Testing Program.

Observes highway and bridge maintenance operations to identify hazards and prevention remedies. Takes a lead role in maintaining a safe work environment through Quality Assurance (QA) inspections, daily safety talks, and interpreting and explaining proper safety procedures and use of protective equipment.

Performs regular field visits in both announced and unannounced formats, performs critical safety reviews to note acceptability of safety procedures, and suggests more effective methods.

Conducts regular safety inspections of crews, stockpiles, and county garages to ensure compliance with Department safety policies and adopted safety standards.

Prepares After Action Reviews (AARs) of findings and recommends adoption of proactive safety efforts and corrective actions needed. Performs regular follow-up on areas that show a need for improvement and provides supervisors with status reports.

Initiates and supports efforts to develop and implement new or improved work methods and materials. Participates and encourages teams to work cooperatively and provide input to improve production and quality.

Participates in the evaluation of individual and group capabilities and alternate methods to meet operational needs through cooperative work agreements, contracting of services, increasing or improving skills training, maximizing use of specialized skills and equipment, and eliminating unnecessary or inefficient operations whenever possible.

Monitors and ensures that mandated safety procedures are followed, required safety equipment is in place, and safety training programs are available to meet legal and Department requirements. Researches, develops, coordinates, and presents safety training programs to meet identified needs.

Investigates all catastrophic injuries and accidents.

Utilizes the Department’s accident/injury database to analyze trends and develop action plans for reducing injuries and fleet accidents. Reviews County injury and fleet accident rates and works with County Managers and County Safety Committees to establish goals designed to reduce these rates.

Co-Chairs the District Safety Committee, convenes regular meetings, and provides summaries of topics and status of safety projects. Ensures each County has a safety committee and committee members receive proper training. Attends and gives guidance to the committees, and monitors safety committee activities to ensure programs are ongoing, ideas are shared, and goals are developed.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).
Assists in developing safety training plans

Performs related duties as assigned.

Safety:
1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public.
2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws.
3. Immediately report to your supervisor any incident, unsafe practice, or near miss.
4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident.
5. Promote a CULTURE that emphasizes SAFETY as a core value:
- Immediately stop any unsafe actions.
- Incorporate safety into all discussions, deliberations, and decisions.
- Continuously communicate the safety direction.
- Inspire employees to be a MODEL for safety.
- Encourage and support safety initiatives and programs by participating and involving your staff.
- Recognize safety daily.
- Acknowledge EXTRAORDINARY achievements.
- Learn and improve through After Action Reviews (AARs).
- Enforce accountability.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Objectives and goals are discussed each fiscal year and developed with his/her input and recommendations. Safety statistics provided by Central Office monthly are monitored and discussed with incumbent as they relate to his/her objectives and goals. Incumbent is provided general verbal guidelines for accomplishing required tasks. Goals and objectives for this position are provided in writing by the supervisor.
