Position Purpose:

The Corrections Environmental Engineering Consultant is a Professional Engineer position and functions as a staff member in the Department of Corrections, Bureau of Operations. This position is a combination of an engineering/operational/regulatory consultant with a primary emphasis in utility and environmental related activities. No direct supervision of personnel or systems are involved with this position except in extraordinary situations where necessary to maintain a safe and secure environment.

This position serves as a member of the Department’s Continuity of Government Relocation Team. In the event that the essential functions of the Central Office must be temporarily relocated to a field location, due to an emergency, this position will participate on the Relocation Team and perform all duties as directed by the team leader.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

The primary areas of involvement are the following.
• Domestic Water systems to include water treatment plants, distribution systems, storage systems and associated equipment.
• Wastewater systems to include wastewater treatment plants, pretreatment facilities, collection systems, and associated equipment.
• Central Housing Plant systems to include steam and hot water, oil/gas/coal fired boilers, steam and hot water distribution systems and associated support systems.

Within each of the three (3) areas, the following describes the specific duties.

1. This position provides technical support and guidance on environmental and safety regulations, design review, construction coordination and operational assistance to the department's institutions and Central Office, relative to the three areas identified above. This assistance may range from providing information via email or telephone to "hands on" direct action at a facility.

2. Duties include maintaining a comprehensive knowledge of all current and pending environmental related regulations and guidelines. Provides assistance to facilities concerning regulatory requirements, activities and updates. Maintaining regular communications with environmental regulatory agencies. Prepares various reports and permit applications to regulatory agencies as required by environmental policies and procedures.

3. This position also includes work in areas such as plant maintenance and energy conservation, along with inspections of Best Management Practice (BMPs) structures for regulatory compliance. Serves as technical authority in the interpretation and analysis of regulations, codes, guidelines, technologies, etc., as they relate to the environment.

4. Assisting in the coordination of activities of outside contractors and the institutional personnel on all projects related to regulations in the facilities’ active permits enforced by the Department of Environmental Protection (DEP). Reviewing all plans and specifications for new work designed by institutional personnel, in-house staff, or by the Department of General Services (DGS), along with equipment drawings and specifications provided by outside vendors for use in the permit application packages for these projects.

All of the work above includes the following items.

a) Having a working knowledge of Department of Environmental Protection regulations and the Department of Labor and Industry codes, as they apply to construction and institution operations.

b) Representing the Department of Corrections in the planning and review process, attending all meeting and conferences held with contractors and inspectors during construction, progressing and attending inspections to determine the completeness of the project, assuring adherence to design and construction standards and ultimately acceptability of the project by the Department of Corrections.

c) Performing inspections of a project to determine compliance of the operating equipment as it relates to conditions included in the active permit. Evaluating the long-term dependability of all aspects of the project.

5. As a member of the Central Office Bureau of Operations, he/she will assist in the following activities.

a) Reviewing project requests prepared by the institutions and assist in the determination of the method of design and source of labor for construction. Coordinating with the Central Office Operations staff to assist with the needs requested and required by the Corrections Facility Maintenance Managers.

b) Assisting in the technical education and training of the Institution’s Corrections Facility Maintenance Managers.

6. Attending and participating in conferences and seminars with state and private industry engineers and suppliers of building materials and equipment to be able to advise the Bureau of Operations on new products and procedures.

7. Attending inspections of boilers and assisting in emergencies at the institutions to maintain the operations of the physical plant.

8. Assisting in the periodical inspections of all the Department of Corrections’ power plants, water plants, and sewage plants required by DEP for all active permits, and inspections of all mechanical spaces, along with the condition of each building to meet the following objectives.

a) Increase operating efficiency and reduce operating costs.

b) Obtain optimum maintenance and equipment usage.

c) Confirm adherence to the Department Directives.

d) Prepare advisory reports for the Director of Operations, if warranted.

e) Determine that equipment operations meet permit compliance.

f) Address any comments and complete required compliance reporting based on the
findings of those inspections

9. Other duties include an annual dam inspection, annual outfall inspections at municipal separate storm sewer system (MS4) permitted facilities, oversight of a solids waste activity to remove coal ash for beneficial use at one of our facilities, annual consumer confidence reporting (CCR) and review for safe drinking water, attending Filter Plant Performance Evaluations (FPPE) performed by DEP and addressing comments and concerns relating to compliance issues, coordinating scheduled emissions testing at the facilities, submitting all permit applications for issue, reissue and amendments to the air, water and wastewater permits, and certifying permit compliance activities through DEP and EPA electronic reporting systems.

10. Conducts investigations & emergency inspections into engineering failures and/or in response to unusual or unique and potentially life-threatening situations and provides recommendations for immediate solutions to lower the risk to the environment and public health and safety.

The Director of Operations or Bureau staff request assistance on environmentally related topics on a daily, weekly, or monthly basis, depending on the scope and size of various projects. The findings, results and calculations are reported to the Director for his review and comments. We discuss and review each aspect of the results for its merit, feasibility and cost prior to approval or recommendation.

My decisions are made in the field based on my own experience and knowledge of the situation. My broad background affords me the ability to solve issues/problems regularly on my own. My decisions are based on my responsibilities at the DOC which include air permitting to regulate pollutant emissions for boiler and generator operations at our facilities, water permitting for effluent discharge at our facilities that treat their own drinking water, and wastewater treatment effluent discharge permits for our facilities that treat their own waste and discharge to the waters of the Commonwealth.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Experience:

Two years as an Environmental Engineer or an Air Quality Engineer; OR Five years of professional engineering experience in environmental protection or in environmental project development, design and/or construction.
Necessary Special Requirement: Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
