Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

A Parole Staff Technician 2 employee within Interstate Services Division shall demonstrate multiple high priority functions. The employee shall monitor reentrants statistically assigned to Central Office and assist in the administration of the Interstate Compact for Adult Offender Supervision (ICAOS). The responsibilities assigned to this position center around the oversight of convicted parole violators serving a new incarceration term(s) outside of PA; oversight of ICAOS-transferred reentrants to include monitoring of violations, reviewing and analyzing transfer requests for reentrants seeking to transfer to another state, assists in the administration of ICAOS rules by ensuring field and institutional staff are provided clear and concise case-handling directions.

Description of Duties:

Maintains ICOTS case assignments for reentrants who have transferred to other states under ICAOS. Serves as primary point of contact (POC) with other states for routine communication, such as verifying a max date or conditions of supervision.

Reviews progress reports and similar correspondence from other states and evaluates compliance. Independently determines when issues require the attention of a parole manager, and forwards as needed.

Extensively utilizes ICOTS to communicate case decisions, make requests to receiving states and manage reentrants’ supervision activities.

Updates ICOTS and agency records based on new information such as an address change or sentence recalculation. Ensures that records in different systems are consistent with each other to avoid discrepancies.

Reviews case information supplied by the receiving state to determine appropriateness of closure. Employee shall ensure that any outstanding criminal activity is resolved. When necessary, makes recommendation to establish reentrant as delinquent for control purposes.

Performs record checks, issues discharge certificates, and closes cases statistically.

Assists parole managers in the review and resolution of ICOTS violation reports or progress reports through obtaining documentation of the violation from the receiving state.
Requests progress reports in ICOTS as directed or at specified intervals.

Maintains a list of transferred reentrants with pending criminal charges or other supervision issues, and follows up at regular intervals. This task involves open-source and closed-source research, analysis of information, and close coordination with outside entities as well as with the parole manager.

Monitors status of pending charges, convictions, incarcerations, warrants, detainers, availability for retake, etc., at regular intervals. Uses all available tools including, but not limited to, NCIC, agency files, ICOTS, court records, and JNET. Employee shall use these tools to prove a violation of parole with documentary evidence, or establish that there was no provable violation of parole.

Serves as a POC for case activity and communication with the arresting authority, other state or federal holding facility and extradition officials. Employee uses various means of communication to ensure that the other states' entities are aware of reentrant's PA parole obligation and to make certain that our agency warrant and pre-signed waiver of extradition are lodged as a detainer.

Independently processes requests for reporting instructions for reentrants who request to transfer supervision back to PA.

Requests documentation from the detaining authority on the reentrant’s arrest and detention to include a request for certified documents if there is a subsequent conviction.

Employee enters and cancels NCIC wanted notices, updates reentrant's electronic record, and keeps chain of command apprised of situations.

Uses NCIC for posting wanted notices for convicted parole violators and reentrants whose whereabouts are unknown. Reviews available information and completes required posting in an accurate, complete and timely manner.

Ensures proper use of NCIC to enhance agency criminal justice operations, optimize public safety and reduce agency liability. Employee modifies NCIC records following the detection of erroneous data and/or the receipt of new information. Follows stringent administrative procedures and controls to ensure entry of accurate data into NCIC by reviewing other employees’ NCIC postings as a double check verification.

Interacts with the agency’s prisoner transport vendor to coordinate reentrants’ physical return to a PA correctional facility. Employee informs the vendors of the deadline for pick-up and reviews the transport quote to ensure complete compliance with the vendor contract and established charges/fees.

When appropriate, employee communicates with field supervision staff / transport units to coordinate the transport of parole violators detained in close proximity to PA. At all stages, employee coordinates necessary activity with all stakeholders for safe, timely transportation.

Reviews invoices from prisoner transport vendors via the division email resource account and completes the data entry into the SRM payment system. Ensures the information in Prisoner Transport Log matches the invoice and resolves discrepancies with the vendor. Employee provides the invoice to Office of the Budget for payment and appropriate contact(s) upon completion. Employee shall maintain an activity log of the transaction.

Receives and acts upon JNET notifications of potential case activity through case research and determines whether the subject in question can be positively identified as a reentrant under supervision. Employee shall use the JNET notification to conduct an extensive case analysis and resolve any issues or lay out a course of action for resolution. Notifications include, but are not limited to, address changes, motor vehicle violations, and criminal charges. Such notifications may be indicative of new criminal activity or represent a technical violation of parole.

Employee shall be responsible for and take any required action on outgoing cases that have originated as a parole-to-detainer case referred to Supervision and Retake Unit (SRU) from the Parole Services Division. Employee may also participate in review of field and institutional outgoing transfer requests on an as-needed basis to support the division’s Outgoing Unit.

Independently manages the outgoing transfer of reentrants who have been paroled to out-of-state detainers and who require transfer of supervision. Initially reviews and analyzes transfer materials to determine compliance of the plan of supervision with ICAOS rules.



Employee must be knowledgeable of, evaluate and apply both the federally based compact rules and agency policy/procedures. Ensures that field and institutional staff provide all required case materials. Reviews available records including online information (DOC NET, AOPC, MDJ Docket and NCIC, etc.) for existence of warrants or outstanding detainers that impact eligibility for transfer.

Establishes case controls to follow up on incomplete transfers or other issues that delay case processing, as needed. Employee independently determines if a reentrant’s interstate application is eligible and follows the direction of a parole manager to withdraw the transfer and advises the submitting agency office of the reason(s) for the withdrawal.

Staffs ineligible misdemeanor cases with parole manager prior to submitting transfer request to another state.

Ensures that discretionary cases are sent to receiving states with sufficient details and justification for consideration of transfer.

Evaluates and coordinates necessary transfer requests for reentrants who have relocated out-of-state and who apply to transfer to a subsequent state for supervision.

Establishes case controls to follow up on receiving states’ overdue decisions. Reviews transfer request denials to determine if the other states’ decisions meet compact compliance. Interacts with receiving states’ compact office staff to resolve case conflicts and misinterpretations.

Upon successful transfer, reentrant is assigned to Central Office designation, at which time the employee shall be responsible to ensure Pennsylvania’s adherence to compact timeframes, deadlines, and agency policy/procedures. Examines case correspondence and develops responses and directions that are compliant with the ICAOS rules and agency policy/procedures.

Reviews and analyzes case closure notices received via ICOTS. Employee shall generate and review reentrant’s full criminal history and wanted persons queries in CLEAN to identify any new criminal arrests occurring after release on parole. If results are negative, employee generates and mails a discharge certificate to reentrant, closes case statistically, makes a CAPTOR case note, and uploads documentation to OnBase. Independently determines if there are issues precluding closure and refers such matters to parole manager.

Communicates with and educates a wide variety of criminal justice professionals, probation and parole staff as well as reentrants and their advocates on ICAOS rules, offering guidance, direction, education and technical assistance.

Analyzes case correspondence and inquiries to formulate case direction and is required to effectively communicate responses to and educate members of the public, reentrants and their advocates, various law enforcement agencies, compact offices and agency staff.

Processes physical mail and faxes to include opening, reviewing, appropriate routing to recipient, and making notes in Captor. Packages and delivers outgoing mail to mailroom.

Certified as a CLEAN/NCIC/JNET telecommunications operator allowing for access to nationwide criminal history related records. Employee enters, modifies and cancels warrants in the NCIC wanted persons file. Employee is further required to utilize available computer resources to investigate, analyze and interpret criminal history dispositions, protection from abuse orders, warrant status in outside jurisdictions, immigration/deportation status and sexual reentrant registration status.

Assists the division’s director and parole managers in streamlining staff duties and case processing by developing methods that utilize technology for a more efficient use of time and resources, resulting in an enhanced workflow and increased division productivity.

Assists other division parole staff technicians in their duties and responsibilities as directed by management and as needed to ensure timely procession of division work.

Analyzes and reviews the division’s email resource account. Applies appropriate case handling decisions to ensure the email is properly handled. Retrieves and/or receives ICOTS email notifications for both incoming and outgoing reentrants and reviews the request to determine the appropriate course of action. Forwards emails to appropriate staff based on standard operating procedures.


Perform other related duties associated with reentrant cases as assigned by management.

Obtains required job-related training and is self-directed in staying current on ICAOS rule changes, Interstate Commission’s legal interpretations, rule disputes, compliance regulation and training. Maintains a working knowledge of agency hearing and supervision procedures.

Functions as first-level ICOTS help desk support for agency field and institutional staff and facilitates ICOTS case activity through interactive and ongoing education on system operations and enhancement releases.

Participates in training of new employees at direction of management.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Coordinates with arresting agency to establish identification of detainees arrested on parole violation warrant, and documents methods used to ascertain identity prior to making retake arrangements.

Makes decisions independently as to retake of the reentrant back to PA, to include confirming reentrant waived extradition or pre-signed waiver is honored; reentrant is made available for pickup by the holding facility and pickup deadline/date provided; and that reentrant has either bonded out on pending local charges (if any), or an outcome was reached for those charges, and if so, what the outcome was. Findings are then forwarded to the Parole Manager to formally approve retake, decide method of transport & destination, and determine further course of action for the case.

Makes ongoing and daily decisions on how to respond to case inquiries.

Follows up on interstate absconders, determines if information needs further investigation, determines identity and decides on appropriate agency action to include entry of wanted persons notification and interaction with law enforcement agencies.

Monitors a variety of PA reentrants to make independent and daily decisions regarding: Compact compliance and completeness of outgoing PA request for transfer and decides if the request will be provided to the receiving state; when dealing with violations for Interstate reentrants, determines arrest control status, timing and action based on developed information and research, determines if reentrant violation involves a conviction and involves a manager in a decision to return as a violator; makes return arrangements by deciding on availability, method of return and placement of reentrant.

Analyzes and makes technical and complicated decisions at every level of activity.
