Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Direct and control all the activities and operations of the Pavement Design and Analysis Unit in the Bureau of Design & Delivery, Highway Design & Technology Division. Oversee and provide guidance to activities and operations related to highway pavement design, analysis, and management. Recommend and implement standards for pavement design, data analysis, data collection, quality assurance, and reporting of pavement related activities. Supervise and direct the daily activities of employees within the Unit for Pavement Research and Analysis, and Pavement Design Review. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Manage Pavement Design review operations. Monitor and direct the production, effectiveness, results, and reporting of all pavement design review and analysis activities to include: 1. Participate in project field views as needed. 2. Evaluate and recommend approval of Federal Oversight project pavement designs. 3. Evaluate and recommend approval of Life Cycle Cost Analyses as required. 4. Provide quality assurance reviews of pavement designs on PennDOT Oversight and 100% State funded projects, and a bi-annual summary report by July 31st every other year. Include quality assurance reviews of pavement preservation projects. 5. Evaluate and provide recommendations on all pavement design exemption requests. B. Plan, organize, and control activities relating to pavement design, analysis and research to include: 1. Develop and maintain pavement design policy/standards which are prescribed in the Department's Pavement Policy Manual (PPM), Publication 242. Ensure that all policy documents such as Strike-Off Letters are incorporated into the Pub. 242 so no interim policy is older than 12 months. 2. Maintain and initiate all Specifications and Standards for the Roadway Construction Standards (RC's) which involve pavement issues. 3. Support and provide training for the AASHTO Pavement Design Guidelines and Design software. 4. Initiate, implement and provide technical guidance for pavement related research efforts. 5. Initiate and investigate pavement related forensic analysis which impact pavement design, construction and maintenance. C. Act as liaison, technical expert, and source of information regarding pavement design and analysis programs, services, and products to management, other PennDOT personnel, other agencies, industry representatives, and the general public. 1. Serve as liaison with the FHWA and any other organizations such as APC, ACPA, PAPA, PCA, PACA, PAAMA, APQITF, and CPQITF. 2. Represent the Department on National Committees and Task Forces as required, such as TRB and NCHRP Panels. 3. Participate in pavement related quality improvement teams. 4. Direct and manage the implementation of the Mechanistic-Empirical Pavement Design Guide (MEPDG) and associated AASHTO software (Pavement ME). 5. Chair the annual Pavement Management Engineer's meetings as required. D. Oversee a professional and technical staff engaged to support Highway Administration activities related to pavement design. Plan, organize, schedule, and prioritize work. 1. Perform quality checks of staff's work. 2. Perform Employee Performance Reviews (EPR) and update employee Position Descriptions as required. 3. Hold routine Unit Staff meetings. 4. Provide appropriate pavement design training to the District Pavement Engineers, Designers and Consultant community. _________________________________________________________________________________________ Safety: 1. Evaluate the contractor’s operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor’s leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving your staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR¡¦s) • Enforce accountability. Succession Planning: Employees Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Managers/Supervisors Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work -i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
