Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent of this position is responsible for conducting field level inspection work under the general supervision of the Safety Inspection Supervisor.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conducts complete and extensive fire safety surveys of hospitals, nursing homes, ICF/IID, ambulatory surgical centers, birthing centers and all other health care occupancies, for compliance with the applicable editions of the Life Safety Code. Conducting the surveys may require the incumbent of this position to: lift and carry blue prints weighing from 2-10 pounds; lift and carry a laptop computer that weighs 15 pounds; lift and carry ladders when representatives from the facility are unable to do so, from 6' to 10' in height; climb on ladders from 6' to 10' in height and stand on the highest step of the ladder (within industry safety practices) from 5 to 15 minutes; walk steps, usually down, up to 20 flights (the average number of flights per facility is 3); stand for up to 2-3 hours at a time; walk extensively, up to 5 hours per day, dependent upon the number of floors in a building; crawl into spaces as small as 3' square or through access openings large enough for safe access into concealed spaces; and identify deficiencies such as penetrations in corridor walls, etc. All inspection findings must be documented (in accordance with the appropriate enforcement regulations) on appropriate federal and state forms. These forms are completed, signed, dated and submitted to the Safety Inspection Supervisor for review. Inputs information into the laptop computer for generating reports, Statements of Deficiencies, scope and severity level and letters.

Summarizes all inspection findings during an exit conference at the completion of each survey. These exit conferences are attended by the health care provider and/or the architect, director of engineering, or maintenance supervisor or the representative of the facility during which legally adopted code reference is made to conditions cited. Assists the provider in the development of a Plan of Correction. Explains the equivalency concepts of the Fire Safety Evaluation System (FSES) or direct compliance with the code.

Responsible for providing some initial on-the-job training to Safety Inspector Trainees.

Re-inspects health care facilities and completes reports to indicate the status of compliance for previously cited deficiencies.

Reviews state approved plans and is able to understand blueprints for location of fire walls, smoke walls, HVAC shafts, linen chutes, etc. Performs occupancy inspections of new construction and/or renovations for conformance with the plans and applicable codes. Meets with architects, engineers, administrative staff, etc., during these surveys to discuss deficient areas.

Conducts telephone communications with providers and/or their representatives to provide information and answer questions pertaining to Life Safety Code issues.

Attends mandatory state and federal programs for Life Safety Code training.

Reviews and researches facility files prior to conducting surveys.

Miscellaneous job functions include: maintains accurate weekly itinerary; completes federal time sheets for each building inspection to indicate travel and inspection times for cost allocations; completes travel expense vouchers to claim out-of-pocket expenses.

Travel is required, overnight in some cases. The incumbent of this position must possess a valid motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania. The incumbent of this position is responsible for providing his/her own transportation for job related duties when an approved state automobile or rental vehicle is not available.

Inspects health care facilities in emergency situations during non-working hours (evenings, weekends and holidays) when contacted.

Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time.

Demonstrate Awareness of the vulnerable populations the organization serves by identifying, providing and advocating for resources, services, communications methods and policies that would help those populations achieve health equity.

Performs other related duties as required.

A safety inspector is responsible for conducting field inspections of health care facilities. They are to determine if the facility is in compliance by using the life safety code NFPA 101. When deficiencies are noted, they must prepare a statement of deficiency ready to be sent to the facility after supervisory review.
