Position Purpose:

Supervisory professional mechanical engineering position providing design, review, oversight, and management of refrigeration, heating, ventilation, air conditioning, plumbing and other similar projects by in-house staff and consultants for infrastructure projects for the Department of Conservation and Natural Resources.

Description of Duties:

Possess knowledge of the principles and practices of mechanical engineering, which permit recognition of the positive aesthetic and functional qualities of a design, impact of design decisions, and the judicious selection of materials and equipment for appropriateness, ease of maintenance, economy, life-cycle value, and environmental impact.

Supervises and directs mechanical engineering design staff involved in the design and review of single- and multi-discipline construction, repair, alteration, renovation, and capital improvement projects for refrigeration, heating, ventilation, air conditioning, plumbing and other similar systems; establishes work priorities, sets deadlines, monitors project schedules, reviews design and construction plans, specifications and cost estimates prepared by design staff and assumes professional responsibility for the designs; reviews and evaluates subordinate staff performance; and approves leave requests.

Prioritizes projects based on identified needs, field priorities, workload, staffing, and importance to recreational and conservation program goals; ensures projects conform to long-range and short-range goals, objectives, and priorities; and reviews project proposals, designs, and anticipated outcomes with staff to ensure departmental or programmatic goals are achieved.

Establishes standards to improve work methods and create project and document uniformity; critically reviews project requests; and determines design parameters and solutions.

Provides advice, guidance, and training to subordinate mechanical engineering and other professional and technical staff to ensure the application of uniform standards and reviews mechanical engineering work for compliance with engineering standards, agency requirements, and construction and safety laws and codes.

Prepares, and oversees the preparation of, project scope and program documents, design parameters, design solutions, design and construction drawings, specifications, schedules, and cost estimates; performs design calculations; investigates and proposes materials and material applications; investigates sustainable design criteria and recommends actions; coordinates mechanical engineering components with various architectural, landscape architecture, land development, and other engineering aspects to achieve project integration; performs quality assurance reviews; prepares and submits permit applications and notifications to regulatory agencies; and develops and maintains project schedules.

Inspects field conditions including collecting field measurement, topography, aerial mapping, land surveys, utility locations, and other information needed for the design of mechanical engineering projects.

Provides support to construction management staff; attends construction job conferences; reviews active construction work; determines compliance of construction work with contract documents; reviews and approves construction submittals for materials, products, and equipment; reviews and responds to construction requests for information; reviews and advises on construction change order requests; and assists with final construction inspections, punch list development, and occupant training.

Reports on project and assignment statuses in verbal, written, graphical, and electronic form as required and requested; responds to inquiries from supervisor, executive staff, and other outside entities in a timely and accurate manner; meets with consultants, agency project representatives, and the public to discuss project issues; presents project and other mechanical engineering content in formal and informal settings; and satisfactorily completes assigned projects and goals.

Coordinates, and oversee the coordination of, work under professional services contracts for single- and multi-discipline design, construction, repair, alteration, renovation, and capital improvement projects for refrigeration, heating, ventilation, air conditioning, plumbing and other similar systems. Reviews professional services proposals; meets with consultants and agency project representatives to establish project scope and program; discusses project goals and desired outcome; sets design schedules and deadlines; reviews service and cost proposals; discusses design and material alternatives; reviews submitted consultant documents including design and construction drawings, specifications, and cost estimates; reviews and approves invoices for professional services; reviews consultant performance; and prepares amendments to the Professional Agreement.

Oversees design and construction of single- and multi-discipline capital projects through the Department of General Services (DGS). This includes review of submitted design and construction documents prepared by DGS design consultants and construction contractors, ensuring project scopes are followed throughout design, confirming projects are developed within the approved funding allocations, and verifying construction meets project scope, goals, and expectations.

Oversees and manages projects through the Job Order Contracting (JOC) process. This includes meeting with agency project representatives and developing a project scope, creating statements of work and associated design and construction documentation, liaising with the JOC administrator and construction contractor, reviewing, negotiating, and approving construction cost proposal, coordinating execution of JOC purchase order, and verifying construction meets project scope, goals, expectations, and approved construction cost.

Provides technical support and guidance to Department staff on refrigeration, heating, ventilation, air conditioning, plumbing and other similar system design, construction, permitting, and operation issues; including, receiving questions, requesting needed clarification, researching the issues, visiting field locations to review the issues, developing possible solutions, reviewing questions and solutions with supervisor, preparing documentation describing the solutions, and distributing solutions.

Assists Department facility operators with system problems and permit modifications; possess knowledge and understanding of relevant rules and regulations and communicates requirements to Department staff.

Prepares and submits permit applications for construction, modification, and operation of refrigeration, heating, ventilation, air conditioning, plumbing and other similar systems.

Reads and interprets architectural, landscape architectural, structural, civil, electrical, and mechanical engineering drawings and specifications used in the design and construction of mechanical engineering projects; reads field inspection and testing reports to ensure conformance with project standards and specifications; reviews and evaluates mechanical engineering projects in various design and construction stages for technical accuracy and conformance with sound mechanical engineering concepts and recreation and conservation program requirements and goals; interprets and applies Federal, State, and local laws, codes, regulations, and standards pertinent to mechanical engineering projects; evaluates construction for compliance with contract documents; provides technical advice and assistance for mechanical engineering related problems and issues; and operates computer-based drafting, design, modeling, rendering, specification writing, scheduling, and virtual meeting software.

Supports the Department’s sustainability and climate change adaptation programs and ensure all projects adhere to Department-prescribed sustainability standards including LEED certification or any other green building certification program deemed appropriate.

Recommends and supports the development of statewide goals, objectives, and priorities related to DCNR’s resource conservation, sustainability, energy efficiency, climate change adaptation and resiliency, clean water, recreation, and other departmental initiatives and priorities through planning and design of associated infrastructure projects.

Utilizes computer simulation programs to create energy models, perform energy analysis, and conduct life-cycle cost analysis.

Supports refrigeration, heating, ventilation, air conditioning, plumbing and other similar system commissioning through development of owner project requirements, creating commissioning plans and specifications, overseeing and conducting functional testing of systems, assisting in the training of facility staff, and conducting warranty inspections.

Reviews and evaluates the operation of refrigeration, heating, ventilation, air conditioning, plumbing and other similar systems and assists in troubleshooting operation and performance issues.

Plans and conducts research into current and emerging trends, issues, methodologies, and techniques involving refrigeration, heating, ventilation, air conditioning, plumbing and other similar systems, mechanical system performance, energy use, and energy efficiency, recreation planning, and natural resource conservation.

Represents the Department and Bureau on committees, task forces, and ad hoc groups.

Prioritizes and assigns projects to subordinate staff based on identified needs, field priorities, workload, staffing, importance to recreational and conservation program goals, and regulatory compliance requirements.

Develops project scopes based on interaction and coordination with agency project representatives, codes and regulations, and DCNR’s policies, initiatives, and recreational and conservation program goals.

Makes independent decisions related to design concepts and approaches, interpretation and application of regulations, policies, procedures, and standards for mechanical engineering design and construction, required level of construction document detail, construction permit requirements, adequacy of available funding, and resolution of design and construction issues to facilitate project completion.

Reviews consultant work order proposals for compliance with Professional Agreement terms and project scope requirements and approves work orders as appropriate.

Reviews consultant invoices and approves for payment based on determination of work completed to-date.

In consultation with supervisor, establishes schedules to advance multiple projects of varying degrees of complexity and priority at the same time.
