Position Purpose:

This professional position involves aiding in the creation of educational administration protocols pertaining to federal initiatives, encompassing planning, development, and liaison skills essential for inter-divisional and bureau collaboration.
The incumbent is responsible for planning, reviewing, and providing feedback on local educational agencies (LEA) submissions within the designated consolidated applications to streamline the approval process.
Additionally, the position involves analyzing and assisting as required with responding to LEA inquiries for the Division of Federal Programs personnel, and supplying necessary supports for the Nonpublic Equitable Services Ombudsman, Comparability Advisor and Maintenance of Effort Advisor.

Description of Duties:

Serves as Administrative Technician for Team 3, which includes all local educational agencies (LEA) in the assigned Intermediate Unit (IU) region(s).

1. Reviews assigned Consolidated Applications in a timely manner in accordance with Division standards and policies.
- Reviews budgets and budget revisions of assigned applications with direct responsibility for checking for completeness of budget and applicability of budget rules. Administers the fiscal components by reviewing all applications for accuracy and fiscal compliance and conveying any concerns to LEAs.
- Reviews other sections of Consolidated Applications and reports any errors or problems to appropriate Regional Coordinator for response.
2. Provides technical assistance to LEAs in completing sections of the Consolidated application as follows.
- Selecting Targeted Areas - provide detailed technical assistance to LEA agency administrators on how to identify eligible attendance areas and review program applications to ensure adherence to federal regulations.
- Check budget accuracy of original and all budget revisions.
- Assists LEAs in determining the per-pupil allocations for each participating school attendance areas for Title I and review program applications to ensure adherence to federal regulations.
- Ensures that the LEA has included nonpublic school low-income children in the determination of per-pupil allocations and that nonpublic school children receive the same per-pupil allocation as public-school children.
3. Assists with compiling reports and / or verifying data in FAI related to LEA single audit findings forwarded by the Regional Coordinator to determine compliance/non-compliance for fiscal findings. Provides a summary of FAI data to regional coordinator.
4. Advises LEAs regarding compliance with program requirements to ensure that state and local funds are distributed comparably among buildings.
5. Reviews and comments carry-over of funds in Title IA projects that exceeds 15% of the previous year’s program allocation.
6. Monitors the processing of Final Expenditure Reports for the team to ensure LEAs have returned unspent funds and remaining fund balances are paid out in a timely manner and in accordance with established deadlines. Reviews and approves final expenditure reports submitted for all programs for accuracy and forwards to the Comptroller's office to close out programs.
7. Presents workshops on any of the above topics at various virtual and on-site regional and state meetings and/or conferences pertaining to rules and regulations of federal programs information on the fiscal compliance, nonpublic data and programs for neglected and delinquent children.
8. Responds to inquiries of LEA personnel pertaining to federal programs regulations, application approval and funding patterns. Responds to LEA problems and recommends various solutions. Researches and analyzes pertinent information to prepare detailed reports regarding federal programs.
10. Performs special assignments / other duties as designed by the Supervisor, Division Chief, Bureau Director or Secretary of Education.
