Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Schedule variations: Work requires travel to conduct vendor management monitoring, and Special Formula Distribution Center audits in accordance with policy.

Public Health Emergency Response - This position may be assigned to an emergency assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time.

This position supports the organization’s mission of providing benefits to women, infants and children by conducting program monitoring of WIC services to assess and report compliance with USDA regulations.

Description of Duties:

Monitor grantee vendor compliance using approved monitoring tools to determine if grantees are in compliance with Federal and State regulations and WIC program policies and procedures, as well as all other applicable laws and mandates.

Evaluate corrective action plans submitted by grantees to ensure that the proposed plans are appropriate and adequately address vendor review findings and ensures that corrective action plans are received and implemented within required timeframes.

Monitor vendors (e.g., initial authorization and reauthorization) using monitoring tools to determine if the vendors are in compliance with Federal and State Regulations and WIC program policies and procedures, as well as all other applicable laws and mandates.

Provide vendor training (e.g., initial, annual, and corrective) and conduct L3 certification of vendors Point of Sale device(s), as assigned.

Assess authorization and reauthorization applications for compliance with WIC regulations and recommend authorization or denial based on findings.

Conduct covert compliance buys at assigned vendors using prepared food instruments to evaluate compliance with Federal and State regulations and assess occurrence of fraud or training deficiencies impacting participant service.

Review compliance buys reports conducted by investigators to ensure accuracy and completeness.

Monitor for and report alleged fraud through the chain-of-command, and complete investigation tasks as assigned.

Draft retail store alerts, numbered memorandums, minimum inventory requirements, and other documents to inform the authorized vendors of program changes and requirements.

Terminate authorization for vendors based on compliance investigation outcomes, monitoring reviews, reciprocal SNAP disqualifications, and failure to remit payment to the program.

Participate in vendor hearings to provide testimony, as assigned.

Conduct Retail Store Coordinator semi-monthly calls to update grantees with program and policy changes.

Investigate and document in the MIS participant and vendor complaints using program knowledge to ensure program compliance with regulations.

Process vendor ownership changes, closings and relocations and recommend authorization or denial based on finding.

Ensure all authorized vendors attend annual training and recommend termination of authorization when annual training was missed.

Review vendor sales using MIS to monitor continued authorization of vendors receiving more than 50% of the vendor’s sales from WIC transactions.

Assure all WIC-authorized vendors have entered into signed vendor agreements with the state WIC agency for participation in the WIC Program.

Assist with the development and revisions of the standard operating procedures, related elements of the annual State Plan, PA Code, USDA Management Evaluations, drafting, verification, and entry of the FDP data and associated reports, complaint tracker, obligation tracking activities, and WIC policies and procedures.

Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity.

Other duties as assigned.
