Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. In the Bureau of Family Health, under the supervision of the Director of the Division of Community Systems Development and Outreach (CSDO), manage and provide oversight for a number of public health programs that address the needs of women, children and families, including those with special health care needs. This position supports the Maternal and Child Health Service Block Grant/Title V by implementing programs that serve children and youth with special health care needs, such as (but not limited to) autism spectrum disorder diagnosis and support, improving access and services within Federally Qualified Health Centers, providing bullying and safe relationship education, and providing care coordination and support for the sickle cell disease community. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The position provides supervision of Public Health Program Administrators who administer public health programs addressing the needs of the maternal and child population, and oversees activities to improve the system of care for individuals with disabilities. Identifies program needs, priorities and objectives; develops program plans to address infrastructure needs for children, youth, other individuals and families to assure access and availability of necessary services. Demonstrates awareness of the populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve optimum health. Responsible for program planning, budgeting, and evaluation of programs and initiatives and efficient use of resources and personnel within section and division. Ensures that recommended programmatic activities align with the Bureau’s Title V Maternal and Child Health Services Block Grant (MCHSBG) priorities, goals and objectives. Gathers and analyzes state and national data for the purposes of addressing the reporting and data needs of the MCHSBG. Oversees the development of relevant portions of the MCHSBG application. Oversees fiscal and programmatic activities of programs within the section. Works with Program Administrators and Division Director in the development of annual budget requests. Identifies funding opportunities and participates in the development of grant applications to funding sources including federal, state, and foundations, following Departmental and Bureau protocols. Interprets and communicates relevant and available federal, state and local data that impacts populations served within the Bureau of Family Health i.e. prevalence, disease burden, etc. Effectively supervises staff, including recruiting, interviewing, hiring, and training. Monitors and approves leave and travel requests. Monitors and addresses performance issues and conducts employee performance reviews according to Department and Civil Service policies and procedures. In conjunction with employees, assesses and plans for individual staff development/training. Works across agencies such as Departments of Human Services, Insurance, Education, Transportation, Labor & Industry and private organizations to address optimal health strategies for the populations served through the section's and division's programs. Remains current on issues and best practices related to the programs and activities within the section, through attendance and participation in meetings; independent reading and research; and other forums. Maintains a knowledge of evidence-based and evidence-informed practices of section-related programs and incorporates these practices into program planning. Ensures that adequate data are available to support program needs, priorities, and objectives. Works with and ensures that staff work with and accept guidance from the Bureau’s Division of Bureau Operations to form a collaborative relationship to develop and use performance standards and measures in order to meet goals. Performs the full range of supervisory responsibilities, including assigning, prioritizing, and reviewing work; maintaining position descriptions; conducting employee performance management; approving/disapproving leave and travel requests; participating in staffing activities; coordinating employee discipline; and training staff, including coaching and team building. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. Performs other related duties as assigned to meet the goals of the Division of Community Systems Development and Outreach, the Bureau of Family Health, and the Department of Health. |
