Position Purpose:

This position provides professional analytical and advisory support to the PSP Human Resource Office (PSPHRO) in the areas of absence, attendance, payroll, and separations programs.

65% - ABSENCE AND ATTENDANCE ADMINISTRATION: Serves as a Time Advisor by ensuring the accurate and timely processing of absence, attendance, and payroll information in the SAP system for agencies served by the PSPHRO.

• Independently researches and analyzes absence, attendance, and payroll related problems and issues for personnel served by the PSPHRO by interpreting and applying seven (7) collective bargaining agreements (CBAs) and Commonwealth and agency regulations. Directs and implements corrective action by adjusting/updating information located in the SAP system.
• Provides guidance to timekeepers and administrative personnel on appropriate use of leave types as well as instruction on updating SAP records.
• Provides guidance to timekeepers by determining the appropriate pay rules and applying the applicable attendance (e.g. overtime, shift differential) and labor distribution coding. This involves interpretation and application of the time/pay related rules found in the PSPHRO's seven CBAs.
• Administers the Act 17 Leave program for assigned personnel. This includes the review of documentation, determining eligibility for leave, and taking appropriate action of absences in SAP.
• Provides technical guidance to Shift Planners by troubleshooting problems experienced by users and advising upon appropriate resolution.
• Processes work schedule rule changes and substitutions.
• Receives, researches, and responds to absence, attendance, and payroll related inquiries.
• Independently researches and analyzes end of year holiday carryovers, pays out compensatory holiday quota earned by personnel in accordance with applicable CBA's.
• Independently analyzes contract and arbitration awards, labor settlement agreements, and discipline decisions to determine if absence, attendance, and payroll adjustments are required and inputs the appropriate actions in SAP to ensure that the appropriate salary and benefits are implemented. This includes processing suspensions, including those later overturned or amended. Coordinates with Bureau of Commonwealth Payroll Operations, Office of Administration, Labor Relations staff and Discipline Office staff regarding applicable adjustments in SAP.
• Calculates backpay amounts for suspended personnel in LWOP status.
• Receives Temporary Working Out-of-Class (TWOC) cases, calculates appropriate payment amounts, and returns completed case to requestors for SAP payment processing by timekeepers. Post-audits anticipated TWOC payments prior to pay processing to ensure accuracy, necessary approvals were obtained, and errors are corrected so paychecks aren't missed.
• Verifies appropriateness of clothing allowance payments prior to automatic processing.
• Receives, runs, and analyzes time/pay-related error and audit reports. Assigns troubleshooting and resolution of some issues to timekeepers and independently troubleshoots and resolves the more complex issues. Interacts heavily with Bureau of Commonwealth Payroll Operations on required adjustment actions and the resolution of time and pay problems.
• Delivers one-on-one and classroom training to the timekeepers. This includes participating in the development of curriculum and manuals that instruct timekeepers regarding the proper interpretation and application of absence and attendance rules, CBAs, and the SAP system.
• Coordinates and conducts absence and attendance audits to ensure compliance with rules and regulations. These can be self or supervisory initiated, upon request from the Office of Administration, or when concerns arrive from the field. Provides detailed written report of audit findings and recommendations for dissemination to the Troop Commander or Bureau/Office Director.
• Prepares absence, attendance, and payroll-related correspondence and IRIS reports (e.g. leave usage, leave quotas, compensatory time accrued, management overtime paid).

30% - SEPARATIONS: Manages the actions on resignations, retirements, and dismissals.

• Monitors resource account for incoming separations. Reviews e-PAR for accuracy, approves and forwards the e-par to the HR Service Center for processing.
• Prepares Separation-related correspondence and reports for distribution.
• Audits the absence history of separating personnel. Makes corrections/adjustments in SAP as required.
• Determines eligibility for leave payouts and releases payment if appropriate.
• Provides guidance to separating personnel by providing leave payout estimates.
• Enters and updates separations information in the Pennsylvania State Police Human Resource Information System (HRIS).
• Prepares monthly Personnel Order for separations by using HRIS generated report. Reviews and analyzes report for accuracy. Prepares cover memo for signature and dissemination of report.
• Initiates, coordinates and processes documentation regarding disability retirements and death claims, responds to related inquiries from field staff, SERS, BCPO and HR Service Center.

5% - Performs other related work as required.
