Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Supervises the securing of legal rights-of-way and acquiring real estate needed for highway improvements, ensuring that appraisals reflect fair market value, just compensation of damages, and are completed in a timely manner to meet letting schedules.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assigns appraisal work and guidance in technical and functional areas of appraisal preparation while ensuring conformance with state and federal procedures, policies, and requirements.

Assists with difficult appraisal problems and ensures that priority appraisal projects are completed within the specified time. Assists the staff by completing damage valuations as needed.

Analyzes each appraisal report submitted for compliance with established standards and practices, and prepares the District submission to Central Office of such appraisals.

Meets with appraisers to resolve discrepancies regarding appraisals.

Provides guidance regarding Department requirements or to resolve legal or difficult technical problems.

Prepares the necessary documentation for Fee Appraiser contracts to bid on Department projects. Reviews and rates with Central Office personnel all Fee Appraisal Reports.

Prepares sealed bid forms. Opens sealed bids, prepares, and awards contracts to successful fee bidders.

Handles all excess right-of-way sales, including advertising, agreements of sales, and deeds. Conducts bid opening and auction sales. Handles all requests from the public concerning excess right-of-way.

Prepares correspondence to Right-of-Way Disposition Committee to request sale of excess right-of-way.

Assists the Office of Chief Counsel, District staff, Central Office staff, and appraisers with the preparation of plans, as well as preparation for Boards of View and jury trials.

Participates in studies with representatives of other District functions to determine approximate costs and to provide advice determined necessary in conjunction with proposed locations or right-of-way implications or problems of alternate locations.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Determines the appropriate type of appraisal needed for each property and prepares the Appraisal Problem Analysis for staff and fee appraisers. Determines when fee appraisers are needed to complete the appraisal process and participates in the contracting and selection process. Reviews staff and fee appraisers’ final appraisal reports for completeness, accuracy, methodology, and conformance to state and federal requirements in the administration of right-of-way policies and procedures.

Essential Functions
