Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is located in the Technology Services Office (TSO) supporting the Health and Human Services Delivery Center (HHSDC) and reports to the HHSDC TSO Security Operations Supervisor. The incumbent is responsible for a broad range of access management duties, including both administrative and technical tasks, serving the Delivery Center, Commonwealth citizens, and all Business Partners. They will ensure secure and efficient access to systems while coordinating with internal and external stakeholders to resolve access-related issues. Additionally, the position provides input to improve processes, services, and solutions delivered to agency and external customers.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for the establishment, configuration, management, and administration support for user access to all centralized computing platforms, systems, and networks within the Delivery Center. Provides user support services and technical advice to network users regarding network resources. Interface with Enterprise Exchange Administrators in the Office of Administration (OA) to resolve any delivery center specific problems. This includes user interface knowledge of IBM and Computer Associates Identity Management applications, National Electronic Disease Surveillance System (NEDSS) Application Administration Utility, Splunk System Event Incident monitoring, auditing, and reporting.

Process Service Now requests for Active Directory accounts for HHSDC CWOPA users and business partners. This includes reviewing all requests for service to determine whether the request is proper within the technical ability and within the HHSDC’s security policy. The incumbent and their team will also be responsible for assisting or resolving all help desk tickets related to HHSDC systems, working with other agencies and business partners when necessary to complete troubleshooting of the issues reported.

Provides technical assistance and day to day administration of the CIS-Mainframe (CIS) system, which uses a legacy mainframe operating system. This includes establishing access to CIS and the management of all site administrators for CIS. Assist with managing delegated administrators so that they have access to the systems required to support users on behalf of DHS.

Works as a team member on special OA and HHSDC projects as directed by the team’s supervisor or manager. Performs tasks in support of the OA standards related to the Chief Information Security Officer that each agency is required to complete. Assists in the collection and analysis of network performance data in order to monitor use of network resources for security breaches. Use of equipment to identify and resolve network security problems as required. Regularly review and document the network system for compliance with security policy(s) and standards.

The incumbent will be required to effectively manage their time, establish priorities, and follow through with the completion of all tasks assigned to the HHSDC Security Operations Team. Maintains effective working relationships with managers in other divisions, program offices, and subordinates, to establish the teamwork atmosphere vital to efficiently and productively operate.

Develop and implement new or improved ways for the end users of HHSDC systems to request access or troubleshoot problems. Supports Total Quality Management (TQM), continuous quality improvement, team-based process, and customer-focused service in all activities of the Delivery Center. Assists with developing IT standards and guidelines for enterprise business recovery computing products including backup, audit trail, and business recovery procedures.

Comply with all GAAP and Single audit requirements in the areas of user administration processes, backup recovery, software version control, and technical approval methodology, throughout each work cycle as instructed.

Assist with the updating of training documentation for access management tasks for all of the Security Operations Team and others in all of the security sections.

The incumbent will be expected to understand the key concepts, principles, processes, and functions that enable successful use of IT Service Management (ITSM) and IT Infrastructure Library (ITIL) for providing services.

Attend technical and non-technical training courses or seminars as necessary to acquire knowledge and skills required carry out the duties of this position.

User level issues can be resolved by the employee but decisions that relate to policy and impacts to the enterprise must be deferred.
