Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Oversees the National Environmental Policy Act (NEPA) Section of the Environmental Unit and ensures adherence to environmental laws, plans, policies, and procedures during highway and transportation improvement project planning, design, construction, and maintenance phases.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the Environmental Supervisor for NEPA. Develops a program to monitor and track all projects through the various aspects of the project delivery process. Ensures that the environmental documents are reviewed and approved with a focus on accuracy, timeliness, thoroughness, and preciseness. Provide cross divisional support for environmental support and compliance.

Administers the review of transportation plans, programs, and projects for compliance with environmental laws, regulations, policies, and procedures to obtain clearances and approvals for highway and bridges. Determines appropriate level of environmental review for each project. Reviews environmental documents and recommends revisions. Determines what workload can be handled in-house or by consultant.

Prepares environmental reports and analyses; determines scope of work, reviews and coordinates environmental clearances and analyses prepared by consultants and subordinates. These clearances and approvals include technical reports and specialized analyses such as Wetland Findings, Archeological Reports, Hazardous Waste Surveys, Wildlife Habitat, Historical Concerns, Farmland Findings, and Social/Economic Impacts.

Provides and coordinates technical and policy review of consultant-generated environmental documents. Participates in interdisciplinary review team. Coordinates with county, state, and federal agencies.

Plans, coordinates, and participates in public meetings, and public hearings related to the project development process for Federal, State, and Local funded projects. Coordinates and participates in the resolution of hazardous and residual waste issues within the District.

Determines the scope and schedule for environmental and related analyses.

Prepares District estimates for the man-hours required to perform environmental tasks. Review’s consultant proposals and determines which consultants are most qualified to perform required work.

Reviews and comments on consultants' proposed man-hour estimate for engineering tasks. Reviews and comments on consultant technical approach to the scope of work. Review’s consultant invoices to prepare them for payment.

Prepares scopes of work, advertisements and agreements using ECMS for projects to be contracted with consultants.

Reviews and approves environmental documents illustrating environmental due diligence performed by the Department for each action.

Develops priorities and schedules for environmental clearances so that the District letting schedule is consistently met.

Develops, reviews, evaluates and/or administers the development of environmental plans as applicable in the maintenance arena.

Ensures that any environmental mitigation commitments made during the environmental clearance process are pursued.

Coordinates with the State and Federal resource agencies concerning transportation activities in planning, design, construction, and maintenance.

Provides technical guidance and training to District employees in Design, Construction and Maintenance in environmental issues to assure proper project development, construction practices, and maintenance activities to decrease the likelihood of citations and violations.

Reviews and comments on other agencies proposals, reports, and proposed regulations as required. Reviews and comments on proposed Department environmental policies.

Reviews proposed environmental laws and regulations for possible impact on agency objectives.

Coordinates environmental planning objectives and programs with other divisions, the public, Federal, state, regional and local agencies.

Conducts research into environmental, physical, economic, social, and demographic phenomena, analyzes, and interprets the data, and prepares graphic and narrative reports on its significance and application to environmental plans and policies being developed or reviewed.

Meets with public officials, local and regional planning boards or commissions, civic groups and associations and the general public to encourage environmental planning activities, provide technical advice and assistance, explain the plans and policies, or development, review and administer the development of plans and answer questions.

Prepares correspondence to answer oral and written inquiries regarding environmental issues.

Assists Permit Section with environmental field work, information gathering and environmental clearance documents, pre-application meetings as needed.

Manages consultants involved with the Environmental Units open-end agreement.

Assists with the consultant selection process. Meets with consultants to answer any questions they may have on projects.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves, or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches, and counsels’ employees, and resolves problems.

Attends environmental training as required.

Performs related duties as assigned.

SUCCESSION PLANNING:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture and share explicit and tacit program/technical knowledge among staff.

FAIR LABOR STANDARDS ACT (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work-i.e. alt time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets

Essential Functions

 1. Provide hands-on training and direct supervision for environmental analyses during highway and bridge construction and maintenance activities.
