Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as a Reports Manager within the Data Services Section of PennDOT’s Driver and Vehicle Services (DVS) Program Management Office (PMO). They perform complex analysis in the development of technical works and reports related to production driver license and motor vehicle information technology systems and other related systems. The Reports Manager is responsible for analyzing business needs, developing the proper reporting tools for the business area impacted, and advising on and suggesting improvements in the business areas processes. The incumbent uses problem solving skills to work with the business areas to suggest improvements that may make operations run much more smoothly and efficiently by capturing relevant data and providing reporting tools to operational managers and executive staff. The incumbent also provides general support to the DVS Help Desk as a work leader.

Reporting

Evaluates needs and requests for reports and data. Additionally, works closely with operational managers at all levels of Driver and Vehicle Services to advise on and offer suggestions for improvement and develop processes for more efficient business processes through use of data and reporting tools.

Suggests improvements through automation where appropriate and makes recommendations for output improvement in order to reduce manual processing and increase quality of work.

Performs complex analytical and project lead functions related to the development and use of reports associated with production driver license and motor vehicle technology systems.

Gathers necessary background data necessary to develop effective reports. This may include interviewing employees, supervisors, and managers of various operational areas. Uses problem solving skills to work with the business areas to suggest improvement that may make operations much more smoothly and efficiently by capturing relevant data and providing reporting tools to operational managers and executive staff.

Responds to requests for Motor Vehicle (BMV) and Driver License (BDL) data from all Bureaus within DVS, outside agencies, and other external customers and organizations based on established policy and procedure for obtaining data. Data is used for a variety of purposes for operational use, trend analysis, evaluation, and making departmental decisions. Works with operational managers to develop business process changes which may be required as a result of reported data.

Works as a team lead to ensure a desk manuals and procedures are created and maintained for all recurring reports. Manual should detail all reports run, frequency and schedule, description, distribution recipients, format instructions, and process to create and run each report.

Serves a work leader to ensure all reports undergo a quality control check relating to report functions to ensure all business needs are met and reports are accurate.

Coordinates with the Bureau of Solutions Management (BSM), Bureau of Infrastructure and Operations (BIO), and DVS Program Management Office (PMO) Production Application Support staff on production reporting and data issues, along with access to electronic data and specific coding requirements.

Provides support by Analyzing data and participating and resolution activities connected to Data and report issues noted by the Driver License Centers, Central Office, and Business Partner Staff.

Builds complex, customized report queries using Crystal, Query Management Facility (QMF), Vision Builder (Mark IV), SAS, and other reporting tools used by the Department.

Assists with establishing recurring reports and ensure timely completion of all scheduled reports.

Distributes reports and provides in a variety of media, which includes but is not limited to, paper, electronic, Excel format, and MS Word Format.

Ensures that the Daily Processing and Reporting Section Manager is made aware of all general outages pertaining to report generation and distribution, which affects the ability of staff to service customers and managers to effectively monitor operations.

Participates in system development and testing activities as required to ensure reporting capabilities are available and meet the needs of the Bureau of Driver Licensing, Bureau of Motor Vehicles, Bureau of Driver and Vehicle Program Services, Program Management Office, and the Risk Management Office.

Leads and supports user acceptance testing as it pertains to reports generation, processing, and distribution when system implementations and upgrades occur.

Conducts training to operational staff for reports generation and handling in DVS areas.

Serves a work leader for reporting staff which includes report related duties as well as Help Desk operation.

Assists contractors in support of IT projects by providing business area reporting requirements, processes, and outputs needed for reports.


Participates as the Reports Subject Matter Expert (SME) in requirements and design sessions.

Works with contractors in support of IT projects involving reporting requirements, processes, and outputs.


Follows the Driver and Vehicle Services Customer Service Policy, and ensures that Commonwealth Information Technology Bulletins (ITBs) are utilized in all work performed.


Performs off hours support and reporting as required for implementations, including before and after regular scheduled times and weekends.


May be required to work when a full-day and/or partial-day office closing is authorized. To include but not limited to: early dismissals for inclement weather; the day before holidays; special holiday closings.

DVS Help Desk

Serves as work lead with PennDOT’s CARATs, DL&C, and user access Help Desk, providing support and oversight to PennDOT Driver License Sites, Business Partners, external/internal users requesting access to system resources, and other authorized personnel. This includes providing general guidance and troubleshooting support, working with Business Analysts supporting PennDOT systems.

Works with DVS Application Management Support (AMS) team, Bureau of Solutions Management (BSM), and other areas to develop streamline solutions to resolving matters of varying complexity in a timely manner.

Monitors development of Help Desk manuals within each area, providing up-to-date reference materials for daily/weekly/monthly processes performed. This includes overseeing the quality control of coupons produced for vehicle and driver records affecting over 21+ million records.

Continues to seek improvements to processes for Help Desk resolution requiring Daily Process and Reporting Section Manager involvement as required.

General

Follows the Driver and Vehicle Services Customer Service Policy, and ensure that Commonwealth Information Technology Bulletins (ITBs) are utilized in all work performed.

Performs off hours support and reporting as required for implementations, including before and after regular scheduled times and weekends.

Performs related work as required.
