Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is located in the Interstate Compact section of the Division of Operations, Bureau of Programs, Policy and Operations, Office of Children, Youth and Families. The primary responsibility of the employee is to supervise staff in the Interstate Compact section, who perform work related to three Compacts. The compacts are the Interstate Compact on the Placement of Children; the Interstate Compact on Adoption and Medical Assistance; and the Interstate Compact for Juveniles. These Compacts ensure that the interstate and inter-country movement of children for the purpose of foster care, residential care, adoption, and supervision are done within the guidelines and rules set up for each Compact by legislation passed by all member states. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Plan, direct and control the overall administration and operation of the Interstate Compact Section. This includes but is not limited to, personnel issues and work management. • Apply the Compacts, Child Protective Services Law and administrative policies to render decisions. • Facilitate organizational changes which include mentoring, communicating, coaching, counseling, and developing relationships among staff dealing with the implementation of new technology, procedures, policy, legislation, workplace demands and workflow changes. • Provide direction, guidance and inspiration to staff. Support qualities of cooperation, inclusiveness, expertise, cost effectiveness, initiative, creativity, customer service, dependability, ethical conduct, dedication, effective staff and technology utilization, recognition and support. Facilitate positive change. • Strategically plan and develop short- and long-range plans and goals to meet workload demands and legislative and procedural changes. • Establish performance standards and expectations; monitor employee performance; develop staff and provide staff recognition; provide constructive feedback, coach and discipline as needed; manage leave and attendance; select job candidates in accordance with Commonwealth policies; ensure fair and equitable treatment. • Share information with staff, to include but not limited to policy changes and procedure changes. • Identify, develop and conduct training for new and existing staff. • Review and analyze proposed legislation and regulations related to adoption, interstate medical assistance, foster care, residential placements and juvenile supervision in order to provide needed input and data for state and national legislation. • Review and prepare written responses to correspondence on behalf of the Secretary or Deputy Secretary, as well as respond to Communication Office requests from the media, in order to ensure the public’s understanding of interstate and inter-country placement and care of children. • Serve on various state and national committees and groups relating directly or indirectly to the interstate placement of children including those related to foster care, adoption, residential placements, medical assistance and the supervision of delinquents. • Oversee and coordinate services and communication with the Immigration and Naturalization Office and the U.S. Embassies and Consuls in order to assist adoption agencies and adoptive parents. • Analyze and interpret rules, regulations, policies and standards relating to the Interstate placements in order to convey understanding and knowledge to interstate staff, children and youth agencies, adoption agencies, attorneys, probation officers and to the public. • Manage personnel matters, schedule and oversee overtime assignments among staff in accordance with union bargaining agreements and office policies and procedures in order to effectively direct and supervise staff. • Manage/coordinate information and data gathering functions of the Interstate Unit by organizing the routine submission of work activity in order to produce monthly and annual statistical reports. • Record program activity in order to evaluate program efficiency and maintain an active files on cases. • Prepare clarifications, bulletins and other written instructions for children and youth offices, private agencies, courts and intermediaries with up-to-date changes in Interstate procedures as well as provide training on interstate laws and regulations and inter-country requirements. • Organize meetings among/between various groups and individuals (when necessary) which may consist of representatives of children and youth agencies, courts, probation offices and/or other public or private organizations in order to resolve issues of urgency or importance and to negotiate agreements related to the interstate and inter-country movement of children. • Attend each compacts’ yearly Business Meeting and represent the Commonwealth’s interests alongside of national practices regarding modifications to a compact’s structure, business practices, and other changes. Selects and participates in Compact work groups throughout the year to facilitate these modifications. • Maintain positive, appropriate relations with other compact offices. Including facilitating communication between compact offices and/or local state offices to result concerns or issues. • Assure that each compacts required annual processes or notifications are completed in a timely and accurate manner. Such as yearly reporting of various statistics, each compacts’ dues are processed in a timely, updates to office changes, and other pertinent information. • Maintain relationships with and utilize services provided by each compacts’ national office. • Perform other related duties as assigned. |
