Position Purpose:

This employee, assigned to the Maintenance Department under the supervision of the Facility Operations Manager 4, is responsible for supervisory and technical work directing a large complex Hospital Garage function and a Grounds section at a State Mental Hospital.

Description of Duties:

Work includes managing and supervising Hospital transportation, maintenance and repair of all vehicles and equipment, daily food delivery, laundry pickup and delivery, furniture transfer, and Grounds maintenance, which include seasonal mowing, trimming, street maintenance, and entire snow removal operations. Work is performed with independence for technical operations, but is reviewed through personal inspections, reports, and conferences by the Facility Operations Manager 4.

SPECIFIC DUTIES INCLUDE: In this position the employee performs technical, administrative, and supervisory work by directing the overall operation of the Garage Department by implementing routine and preventive maintenance procedures for the entire Hospital fleet of vehicles, grounds equipment, and miscellaneous equipment in order to provide safe and efficient transportation of patients, food, laundry, furniture, drugs, etc, and to maintain a safe and attractive grounds environment in order to maintain DOH, DHS, WeSH, and regulatory agency requirements

Maintains a Preventive Maintenance Program on all pieces of equipment; performs routine repairs such as lubrications, State Inspections in Garage Inspection Station, and completes motor overhauls, analyses extent of repairs required, orders necessary materials, and supervises repair work in order to comply with PA State Laws and DPW rules and regulations

Maintains a complete delivery and pickup schedule for clean and dirty laundry and food in order to comply with the guidelines of Laundry and Food Service Schedules.

Coordinates food, laundry, and custodial operations/deliveries with the Department Heads.

Manages and supervises the Grounds section by establishing and controlling seasonal mowing, trimming, snow removal operations, street and parking lot maintenance and repair, and tree and shrubbery maintenance so that a safe and attractive environment is provided.

Monitors and evaluates Service Purchase Contracts.

Manages and monitors fuel contracts and maintains usage of all fuels.

Maintains an Inventory Catalog on all new and used tires, all new parts, such as filters, spark plugs, muffler clamps, bulbs, etc., so that DHS requirements are met.

Performs in-progress and final completion inspections of in-house and contract work.

Assists with actual Garage workload by repairing vehicles when required and performs State inspections, as required, to maintain efficiency and meet requirements.

Performs Garage and Maintenance Department administrative functions pertaining to employee performance, labor relations, safety and emergencies, training, and provides direction on all new guidelines and procedures. Compiles all monthly reports for dissemination to DHS in Harrisburg and FOM4 by following established hospital and DHS policies and procedures. Performs various projects, as necessary or when directed, in order to provide continuity and support to the Maintenance Department.

Participate in the development of long-range planning relative to the vehicle fleet and operations associated with the Garage/Grounds. Develop and maintain a program to ensure subordinate staff adheres to safety awareness and conformance to safety standards. Assign work daily; assignments are varied with the exception of the Laundry and Food Service deliveries. Review work with on-site visits several times daily.
