Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the direction of the Roadway Programs Coordinator, the incumbent performs a variety of technical support functions in maintenance-related supplies and services development and administrative duties in support of current maintenance programs to include results analysis and proper inventory policies and procedures to be followed in Plant Maintenance (PM) applications. Provide guidance in collecting, analyzing, and resolving problems in a variety of scenarios and situations. Assists in analyzing work plans, Period Plans and development of 213 Programs to ensure that the programs are balanced and the labor, materials, equipment, and funds necessary to complete plans are available. Assists in completing adjustments to work plans as required. Collects and assists in reviewing data from the SAP Plant Maintenance and RMS Systems to ensure program goals are achieved and overall systems control is maintained. Assists in reviewing foreman payrolls for accuracy. Utilizes reports to monitor work data information including production units complete, man-hours spent, equipment utilization, and material usage in fulfillment of work plans and resolves any inaccuracies that may occur. Provides material support to RPT2, and county purchaser, as necessary. Completes the monthly Physical/Manual inventory report, and inventory checks. and posts to Plant Maintenance. Reviews and monitors work data information to ensure compliance with MAPI measures and makes recommendations as to how the organization can improve. Assists in performing stockpile reviews as required to ensure that inventory maintained in the system for materials matches the actual quantities on-hand. Assists in the management of the materials component of the SAP Plant Maintenance and SRM Systems for the county organization. Aids in directing the purchase, receipt, storage, and issuing of all bulk materials to ensure the availability of resources, as well as the efficient and effective use of resources. Assists in overseeing the establishment and maintenance of inventory records in accordance with PennDOT policy and ensures that various methods of inventory control are employed and adhered to. Completes Goods Receipt entries in SAP for bulk materials received from vendors. Reconcile/maintain records and provide to management tracking sheets used to monitor balances on encumbered documents in areas including, but not limited to, rented equipment, material purchase orders and service purchase orders. Assists in developing and implementing the county salt management plan and in analyzing spreader data to ensure equipment operators are complying with Department policy regarding proper spreading formulas. Aids in the development and management of the County budget. Assists in preparing budget review presentations four times per year for the purpose of informing management of the budget status, how funds are expended, and information necessary for decision-making. Provide support to the Assistant County Managers and Roadway Programs Coordinator in development of Plant Maintenance notifications and work orders. Maintenance IQ: Utilize Maintenance IQ to create maps and spreadsheets for technical assistance on planning and tracking various maintenance activities. Respond to invoice or account related inquiries from vendors and refer to appropriate personnel as needed; work with agency requisitioners, fiscal staff and Comptroller Operations to resolve invoicing discrepancies; evaluate and reconcile discrepancies in GR/IR Account; work with purchasing and Comptroller Operations to resolve purchasing and invoicing discrepancies. Technical analysis of inventory, payroll, production, and cost by generating reports from the various reporting systems such as Office Analytics (AO) and SAP Plant Maintenance R3 system. Aid Clerk Typist III in payroll issues, i.e., solutions with material quantities and equipment. Adopt-A-Highway Program Coordinator. Reviews, interprets, and explains snowplowing contracts. Performs various accounting duties. Reconciles and processes invoices. Reconciles purchasing cards. Prepares, processes, and monitors cash advancement requests for utilities. Ensures funds are accounted for in SAP. Process all non-po invoices; process void and reissue of Advancement account checks; maintain SAP check register. Manage encumbrances for which payment has not been made. Analyze vendor invoices to determine status as pertains to a PO or Non-PO purchase; route PO-related invoices to Comptroller; obtain approvals for Non-PO invoices; ensure correct vendor account codes to non-PO invoices; determine account coding for non-PO invoices; enter non-PO invoices in SAP R/3; route source documents to Comptroller. (back up to accounting assistant) Follows proper attendance, call off, and leave scheduling procedures; observes starting and stopping times, breaks, and meal periods; ensures effective use of time and facilities for most cost effecting and efficient operations and to minimize nonproductive down time. Assists in performing the activities to fulfill the requirements identified for this title in the District’s Strategic Environmental Management Program (SEMP) Manual for Sound Environmental Practices. Also fulfills the environmental management requirements designated for this title in environmental training programs. Performs other related duties as required. Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
