Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for the maintenance of records, scheduling of in-house maintenance work, overseeing work assignments and repairs performed by the Bridge Maintenance Crews of all inventoried structures within the District. Supervises the preparation of contracts for bridge maintenance work performed by contractors.

Description of Duties:

Incumbent is responsible for the maintenance of records, scheduling of in-house maintenance work, overseeing work assignments and repairs performed by the Bridge Maintenance Crews of all inventoried structures within the District. Supervises the preparation of contracts for bridge maintenance work performed by contractors.

Direct Supervisor of the District’s two Assistance Bridge Maintenance Coordinators (ABMC).

Reviews subordinate reports and approves payrolls related to work performed on the assigned structure.

Monitor County Bridge Maintenance projects and work assigned to the Bridge-On-Demand maintenance contractor. Inspects work in progress and upon completion for adherence to Department standards, regional practices, and the original intention and assignment of work to be performed.

Coordinate with and provide necessary information to the District Bridge Management Unit to design structural repairs, provide calculations and sketches, and develop more complex design plans from which the County Bridge Maintenance Crews and Bridge-On-Demand maintenance contractor can perform necessary repair and maintenance work.

Provides bridge-related advice and guidance to maintenance managers, lead assistant managers, bridge crew foremen, and others involved in the Department-Force Bridge Maintenance Program. Assists in making determinations on whether to perform repairs using in-house staff or through contract by developing cost estimates and capability analyses, etc.

Performs project management duties for upcoming work to be performed by the Department Force Bridge Crews. This includes (as required) the oversight, coordination of plan/detail/model procurement, and coordination with various internal and external units such as Utilities, Environmental, Right-of-Way, Traffic, and Design Services (i.e. Survey Unit). Also coordinates and communicates with the District Bridge Management Unit for necessary design duties, including design calculations, for upcoming work to be performed by the Department Force Bridge Crews.

Performs construction management duties for planned, upcoming, and ongoing projects to be completed by the Department Force Bridge Crews. This includes the scheduling of work, coordination of equipment, material, and personnel to safely and efficiently complete projects and activities. This also includes, when applicable and feasible, estimation and monitoring of costs associated with design, materials, equipment, and labor for projects.

Recommend scopes of work to include in bridge preservation and rehabilitation projects at Scoping Field View meetings.

As a liaison between the District's Design unit and the District County Maintenance units, takes an active role in supporting the activities performed by the District and County Maintenance personnel to fulfill the environmental requirements designated in the Districts Strategic Environmental Management Program (SEMP) Manual.

Recognizing that everyone is involved in the District's actions to demonstrate sound environmental practices, each employee fulfills the objectives related to the Strategic Environmental Management Program (SEMP). Also supports the efforts of other employees to meet these objectives. Supervises position responsible for securing Environmental permits, for bridge and other structure repairs, where applicable.

Attends environmental training identified for this working title in the District’s SEMP Manual.

Tracks Bridge Maintenance performance within designated metrics.

Creates, compiles, and presents Annual Work Plan for the Bridge Crews to include Pro-Active Planned work and Reactive work.

Manage the preparation of the annual Bridge Washing Contract.

Member of the District Emergency Management Staff. Prepares Preliminary Damage Assessment reports for Natural Disaster recovery. Staffs County District Incident Command Center (ICC) or Emergency Operation Center (EOC) during an incident or disaster if needed.

Coordinates and communicates with the District Bridge Management Unit to provide Engineering Guidance to District Turnback Coordinator in preparing construction cost estimates, to District Tort Coordinator in structure related claims, and to Bonded and Posted Roads Coordinator regarding permits, Excess Maintenance Agreements, and condition inspections.

Works as a Liaison between the District and County Maintenance Organization on facilities related issues requiring structural design and plans and oversees in-house work performed by County Bridge Crews.

Completes performance reviews, position descriptions, recommends corrective action, and administrate leave/payroll for subordinate staff.

Advances the maintenance first philosophy with on-time use of maintenance contracts/agreements.

Fosters ongoing communications with our partners and customers.

Communicates directly with District Bridge Operations and Construction Units to implement and track high priority bridge repairs.

Creates a user-friendly unit through dissemination of timely and accurate information.

Ensures consistent application of Department policies, working rules, etc. to all subordinate personnel.

Performs other related work as required.

Succession Planning:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.
