Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Monitor State-wide right-of-way acquisition, relocation, property management, and disposition activities to ensure compliance with policies and procedures and provide direction and quality assurance and to all Districts State-wide. Directs and makes recommendations to Central Office technical staff and State-wide District Right-of-Way (ROW) Administrators, District Right-of-Way unit staff and consultants regarding activities related to condemnation, relocation assistance, claim damage payments, property management, and land disposition. Responds to requests for assistance in support of District project objectives and established letting schedules; determines solutions and resolves difficult and unusual problems. Conducts initial reviews of State-wide acquisition, relocation, property management, and disposition submissions made by the Districts and provides recommendations to the Section Chief for final review and approvals. Directs and approves State-wide eligibility regarding the determination of special damages for displaced persons or entities. To include approval of replacement housing and rent supplements, housing of last resort requests, business dislocation and reestablishment costs, moving costs etc. To allow the Section Chief to maintain impartiality to act as the Secretary’s delegate to hear and resolve appeals from displaced persons or entities regarding the determination of their eligibility for any item of special damages for displacement. Supervise and coordinates the right-of-way activities of the Right-of-Way Acquisition, Relocation & Property Management Section technical staff. Advises and assists Section Chiefs in coordination of right-of-way activities with other State Agencies, Central Office, Office of Chief Counsel and District personnel. Advises and assists Section Chiefs in planning, creating, and providing State-wide training to District and Central Office Right-of-Way personnel. Advises and assists Section Chiefs in developing and maintaining State-wide written policy guidance; creates instructional tools relative to the duties of Acquisition, Relocation & Property Management. Writes correspondence, reports, memos, emails, and other various documents for review and signature of the Division and Section Chiefs. Perform other duties as assigned. Safety 1. Succession Planning Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA) Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
