Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a District position involved with line painting, thermoplastic application and other durable pavement markings requiring the operation of appropriate equipment. Incumbent must also operate maintenance equipment that is assigned to this operator level and the performance of a variety of manual laboring duties for winter maintenance operations. At the minimum, the incumbent in this position must maintain a valid PA Class “B” Commercial Driver’s License with air brake restriction removed, tank endorsement, and obtain Department certification, at minimum, on heavy truck and loader and two pieces of TEO B level equipment as listed in the Transportation Equipment Operator Allocation Guide.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Preparation of all district line painting equipment ensuring that all the equipment is 100% ready for operations. This may include, ensuring the supply truck is fully stocked with enough supplies for that day’s activities, the calibration of the equipment, fueled equipment, refilling that tanks with the proper supplies before and during operations and checking communication equipment is functioning properly.

Operation and monitoring of equipment during painting operations to ensure that proper paint millage is applied with the correct distribution of beads while maintaining proper line widths for each type of highway that is being painted. Must monitor line position, color, and type of line to ensure that the lines are applied properly and at the proper locations. Must have quick reaction times to prevent poor placement of markings due to variations in the vehicle operation.

The incumbent may be trained, certified, and assigned to operate equipment such as, but not limited to, a snow plow, backhoe, tractor mower with an extendable hydraulic mower or ditcher attachment, bulldozer, grader, rubber tire or steel wheel roller weighing 10 or more tons, self-propelled road widener, conveyor loader, self-propelled sweeper, truck-mounted line painting machines, self-propelled pavement breakers, self-propelled post drivers, front loader or hi-lift with a bucket capacity of three cubic yards or more, grader, and other heavy equipment used for construction or maintenance work.

Maintains required Commercial Driver's License (CDL) with air brake restriction removed, tank endorsement, and all endorsements needed to operate equipment on which trained and certified, including a minimum of heavy truck and loader. Properly performs and documents all required pre- and post-operations checks in accordance with Department and legal requirements on a daily basis.

Performs all necessary routine field adjustments to permit safe operation and minimize wear. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates operation of assigned equipment to other employees. Assists Diesel Mechanics in making major repairs to equipment. Maintains equipment records.

Operates equipment with manual transmissions using a variety of hand and foot controls, utilizes seat belts, and installs and removes tire chains on dual wheels.

Performs a variety of manual laboring duties using both motorized and non-motorized hand tools such as shovels, rakes, hammers, lutes, chain saws, compressors, jack hammers, tampers, hand mowers and trimmers, routers, patching machines and heating kettles; selects and uses tools properly for job to minimize wear and breakage; reports missing or broken equipment.

Maintains a safe work environment for self, co-workers and the motoring public by following proper safety procedures and using protective equipment. Makes visual observations, manual adjustments, reports findings in both written and oral format. Maintains awareness of work area helping self and others to avoid risks and hazards; reports all personal injuries and equipment accidents immediately and gets proper treatment to minimize risk of further injury.

Follows proper attendance and call off procedures. Schedules non-emergency absences in advance; observes start/stop times, breaks, and meal times; works efficiently and effectively alone and with others; is available for overtime emergency responses; and minimizes nonproductive and down time for self and crew.

Implements the environmental protection requirements of maintenance work activities performed by the employee. Also fulfills the environmental management requirements designated for this title in environmental training programs.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives.

Attends environmental training designated for this position in the District’s SEMP Manual for Sound Environmental Practices.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Requirement's Profile:

The incumbent must be certified on two pieces of equipment at the TEOB level (in addition to (HT) truck and (LD) loader and other than snow removal equipment); or must be certified on all pieces of equipment at this level assigned to the employee's work organization, whichever option is less.

At minimum, they must have a valid PA Commercial Driver's License (CDL), Class "B" with air brake restriction removed, tank endorsement, and be Department certified on HT/TA and LD.

Once certified, employee must maintain qualifications for equipment and must be entered in the Commonwealth's random drugs (marijuana, cocaine, amphetamines, narcotics, and PCP) and alcohol testing pool for CDL operators.

This position requires possession a valid Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Regulations for employees hired on or after 8/1/2016,

Essential Functions
