Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assigns work to and review the work of inspection personnel assigned to project operations and/or projects to ensure that work is performed in accordance with the plans, specifications, and special provisions of the contract. Reviews the documentation of work units done and materials used to ensure accuracy and conformance to Department policies. Ensures that inspections are made at least twice daily of the condition of work zone traffic control devices to verify conformance with the Traffic Control Plan and/or Publication 213, that inspections are documented, and that the contractor is directed to correct any deficiencies. Approve subordinate employee’s payrolls, expense vouchers, and leave requests. Prepare subordinate employee’s job description and performance review. Receive any employee complaints and grievances, conduct an initial review of them, and assist Department management in their resolution. Enforces Department work rules and safety practices. Participate in the performance of the inspection of contract work and testing of materials consistent with operational or organizational needs. Record work done personally, decisions made, instructions received from department management personnel, and contacts with the contractor and department personnel, officials of other government agencies, and the public in the project diary and/or the Field Inspector’s Diary. Inform the District staff of decisions on contract matters, public contacts, and incidents which occur on the project. Interpret contract requirements to the contractor and subordinate inspection personnel. Assist with preparation or prepare the periodic progress payments to the contractor. Analyze and resolve situations in which field conditions warrant modification of the proposed work and inform management personnel of the issues and decision or propose and receive approval of modifications by the project manager. Assign inspection personnel or personally test and witness tests of materials to be incorporated into the work. Conduct training on the work site of subordinate personnel on construction techniques and practices, project documentation, materials testing and technical skills required to perform their duties. Participate in training to increase technical and supervisory skills related to construction inspection and duties of other positions of the District staff. Prepare completed project records for finalization via ECMS Provide support and be familiar with EDMS/ECS Provide documentation training to Department inspection personnel and be familiar with ECMS. Provide quality assurance reviews of all work orders for compliance with Department regulations based upon assigned projects within the district. Ensures completed projects have a Final Audit completed in a timely manner. Responsible for maintaining record storage location, keeping track of project records and organizing the units purging efforts. Performs other related duties within the District as assigned. Be familiar with PPCC to provide field personnel with support. Upload accepted project schedules from PPCC into the ASTA portal once notified. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Succession Planning: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |
