Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is located in the Department of Human Services (DHS), Human Resource Office, Field Operations Division, Allegheny County Assistance Office (CAO) and is responsible for assisting with human resource functions for the CAO and Allegheny Customer Service Center (CSC) with a complement exceeding 600 positions.

This position reports to the Field Human Resource Officer in the assigned area.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performance Management: Coordinates the Employee Performance Review (EPR) process and monitors for the timely completion of Annual EPRs; assists supervisors/managers with any questions related to the process; receives completed Annual EPRs and scans/attaches into the electronic Official Personnel File (eOPF).

Seniority Reporting/Tracking: Runs seniority reports from IRIS to maintain accurate seniority lists for use in the CAO; manages and manually tracks seniority order in instances where employees have the same number of bargaining unit seniority days by following contractual language.

EPAR Resource Account: Maintains the HR EPAR account and submits EPARs to ensure that human resource transactions are entered timely and accurately, to include all hiring transactions, end/extend probationary period requests, and position reclassification requests.

Position Descriptions: Ensures that all positions have current position descriptions that accurately reflect the job duties of the position and updates position descriptions as needed. Provide guidance to supervisors and employees who require assistance navigating the system.

Official Personnel File Management: maintains eOPFs to ensure that required documentation is electronically filed. Specifically, scan and attach documents to the appropriate employee’s eOPF; reviews eOPF to ensure that the documents were attached, and then certifies the document so that it is accessible to the employee in ESS; purges expired documents from the eOPF in keeping the retention policies and contractual language.

Responds to requests for Commonwealth identification badges in a timely manner. This position is responsible for the creation of employee ID badges in the western region (beyond just the CAO). Duties include; receiving and initiating the badging process for employees; monitoring the associated resource account for communications and updates, communicating with the Department of General Services (DGS) regarding supply ordered and equipment issues related to the badge making equipment.

Receives, organizes, tracks and prioritizes incoming requests under the Reasonable Dress Standard, while ensuring the necessary notifications are made based on the nature of the request.

Background Checks (PATCH): completes PSP PATCH checks during the pre-employment process for candidates seeking employment with the CAO. This duty includes gathering required information, completing the check on the PSP site, properly acquiring the certification, notifying the FHRO when charges are present and uploading the clearances into the employee’s EOPF.

Reports non-compliance of candidates to the appropriate Program Area HR Lead.
Provides reports on clearance status as requested.

Provides support to employees who are navigating the clearance process.

Receives and uploads clearances into eOPF and initiates EPAR for SAP tracking.

Composes correspondence and proofreads typed materials to ensure the transfer of information that is both typographically and grammatically correct and complete. Transfer information by completing forms, data entering and typing from handwritten or rough drafts. Collect and organize data for reports.

Attends Labor Management and other meetings to take and transcribe minutes as needed.

Miscellaneous Responsibilities:

Takes appropriate SAP actions to update employee reassignments, work schedules, absences, etc.

Assists Program HR Lead with managing position complement and vacancy reports.

Enters separated employee information on the Exit Mobility Survey website and prepares/sends correspondence to employees.

Performs other related duties as assigned.

This position is responsible for routine work in human resources programs with general guidance from the HR Lead. The workflow is primarily self-generating, and the employee has flexibility within established guidelines and deadlines. For more complex assignments or significant changes, more detailed instruction may be given. Work may be reviewed by the HR Lead or by results of actions depending on the type of assignment. The employee must be able to handle several tasks at one time.
