Position Purpose:

The incumbent supports the Pennsylvania State Police (PSP) Communications Office by performing internal and external communications work, including media relations and public information functions to support the communication of strategic initiatives and missions of the Department. Provides advisory and consultative services to the Commissioner and Department officials as an official spokesperson, on various public, impactful and sensitive agency activities.

Description of Duties:

30% Serves as an advisor responsible for directing, planning, organizing, and coordinating internal and external communications, media relations, and research to promote agency activities. Work involves responding to day-to-day inquiries from the media for information relating to the operations of the Department. Writes the daily clips briefing for the Commissioner and agency staff; monitors media throughout the day; establishes and maintains effective working relationships with reporters and Department officials. Serves in a liaison capacity between the Department and media. Coordinates directly with the Governor’s Office to prepare for press events and to ensure consistent messaging across the Administration.

30% Participates in the preparation of news releases; television, radio, and film scripts; social media postings; and brochures, pamphlets, reports, publications, and similar written and graphic public informational, educational, and promotional material. Serves as an on-the-record spokesperson for the agency and works frequently with members of the press who are writing about the agency. Organizes successful media events including press conferences, tours, and availabilities. Staffs the Commissioner or Agency Head and other senior leadership at interviews and events, and travels with them when necessary (the communications director is the main traveler for press events). Assists with production of the Department’s monthly newsletter, The Communicator, for personnel and retirees. Coordinates directly with the Governor’s Communications Office to prepare for press events and to ensure consistent messaging across the Administration.

10% Plans, organizes, directs, and coordinates large-scale public relations programs including communications, media relations, public information and education, external liaison, and promotional functions. Directs the preparation of correspondence dealing directly with communications, public relations, and public education matters. Schedules interviews between Department personnel and the media. Selects and prepares a wide variety of informational material to be presented through a diversity of media. Provides audio-visual consultation and production services to include photographic, videotape, and audio productions for use in training and general public information.

10% Writes, reviews, and edits speeches and prepares talking points for the Commissioner and other Department officials; writes, reviews, and edits, news releases, television and radio scripts, and other material to be used by Department officials to present to the public. Serves as a resource person for the Department’s Public Information Officers and Community Services Officers.

10 % Assists in developing and conducting media relations training for Department personnel.

5% Analyzes and evaluates the public relations impact of proposed or existing Departmental programs and policies, and provides input to the Commissioner and Department officials in the formulations or modification of programs or policies indicated by such analyses.

5% Performs related work as required.
