Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Performs semi-quantitative and quantitative chemical and biological analysis on blood submissions to the Toxicology Section of the Scientific Services Division. The incumbent is required to submit the results of the examination in an official report and when necessary, defend the results in a court of law as an expert witness. Work requiring technical skills and decisions is performed independently with limited direction from an administrative/technical supervisor. Ensures laboratory conformance to quality system and laboratory accreditation requirements. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 30% Prepares blood samples for semi-quantitative and quantitative analysis that are submitted to the laboratory for toxicological testing using acceptable methods including but not limited to various chromatographic instruments employing techniques outlined in the Toxicology Procedures Manual. In doing so, maintains the chain of custody by receiving, storing, and returning evidence in accordance with laboratory protocols. 30% Performs semi-quantitative and quantitative analysis on blood samples submitted to the laboratory for toxicology analysis using headspace gas chromatography, screening techniques and liquid chromatography/mass spectrometer as outlined in the Toxicology Procedures Manual. In doing so, maintains the chain of custody by receiving, storing, and returning evidence in accordance with laboratory protocols. 10% Prepares official reports based on data generated from analyses that are suitable for use in a court of law. The report details the results of tests performed of submitted evidence to provide investigative and prosecutorial information. 10% Maintains complete and accurate documentation of all testing and results in the case file. 5% Ensures compliance with all policies and procedures outlined in the Quality Assurance and Safety Manuals. 5% Testifies as an expert witness, when required, giving facts, offering opinions, and drawing conclusions concerning evidence that has been examined. 5% Performs related tasks, as required, to maintain the efficient operation of the laboratory including those found in the Bureau of Forensic Services’ Continuity of Operation Plan (COOP) when the Department’s COOP Plan is activated. Reports to the designated alternate or secondary location when directed in response to a catastrophic incident. 5% Performs related tasks, as required, to maintain the efficient operation of the laboratory. |
