Position Purpose:

The Equipment Manager is responsible for the overall leadership, administration, and operational oversight of two full-service mechanical operations and associated facility support functions. This position provides direct supervision and strategic direction to Mechanic Supervisors, mechanics, and garage and facility support staff to ensure safe, efficient, and cost-effective fleet maintenance operations. Supports the Department by managing the repair and assignment of the Central Office fleet, the component remanufacturing shop, the Department's Heavy Equipment Auctions, and the Bridge Crane Seasonal repair program. This position also is the Building and Grounds Maintenance Coordinator at Fleet Management Division.

Leadership & Supervision
• Maintain a positive, cooperative relationship with staff, fellow employees, customers, and suppliers. Support and communicate effectively Fleet Management’s Mission and Vision Statements to employees, internal customers, and external customers.
• Directly manages Mechanic Supervisors, who oversee mechanics and technical personnel.
• Provides leadership, guidance, accountability, and performance management for all assigned garage and facility staff.
• Establishes operational priorities, monitors productivity, and ensures compliance with departmental policies, safety regulations, and industry standards.
• Promotes a culture of safety, quality workmanship, accountability, and continuous improvement.
• Stay current with all Federal DOT and PennDOT Policies

Shop Operations Oversight
The Equipment Manager oversees two specialized maintenance operations:

Component Remanufacturing Facility
• Manages operations responsible for rebuilding engines, Diesel Particulate Filters (DPFs), and other major components.
• Ensures quality control standards, rebuild specifications, and cost-efficiency measures are maintained.
• Oversees workflow planning, parts procurement coordination, and inventory controls.
• Develop and maintain a tracking process for engine rebuild and replacement based on fleet inventory.
• Monitor and adjusts engine production based on demand and replacement trends.
• Reviews new equipment technology and develops and coordinates new component remanufacture services to enhance support to the County Organizations.

Fleet Repair Center
• Directs all maintenance and repair activities supporting 400+ Central Office fleet units.
• Ensures preventive maintenance compliance, diagnostic accuracy, timely repairs, and operational readiness of fleet assets.
• Monitors shop performance metrics, turnaround times, and labor efficiency.
• Develop, communicate, and maintain Central Office fleet quotas and replacement cycles.
• Ensure maintenance policies and procedures for all Central Office equipment are followed.

Facility & Building Maintenance Coordination
• Coordinates snow removal for the Fleet Management Division and several Central Office facilities as directed.
• Serves as the facility representative for assigned buildings.
• Coordinates closely with the Department’s Facilities Division regarding building maintenance, repairs, capital improvements, compliance requirements, and infrastructure needs.
• Oversees internal facility support staff to ensure safe, functional, and compliant work environments.
• Manages utilities coordination, vendor access, and facility-related inspections.
• Monitors and develops a 4-year facilities plan, updates on a yearly basis.
• Assists in the structure of maintenance contracts for the facilities maintenance.

Asset Disposition & Compliance Programs
• Manages the Heavy Equipment Auction Program, including asset identification, preparation, documentation, and coordination with auction vendors to ensure proper disposal and revenue recovery.
• Administers the Annual Bridge Crane Inspection Program, ensuring all cranes and lifting equipment are inspected, documented, and compliant with safety regulations and certification requirements.

Fiscal & Administrative Responsibilities
• Develops and manages operational budgets for both shops and facility functions.
• Monitors expenditures, identifies cost-saving opportunities, and ensures responsible stewardship of state resources.
• Participates in strategic planning related to fleet lifecycle management and infrastructure needs.
• Monitors usage of all Central office personnel vehicles including pool vehicles to ensure proper usage and ensures all M-805 and M-806 information is compiled on a monthly basis.
• Fully manages and reconciles a P Card for all Fleet Equipment related purchases under $10,000.
• Understanding the new fuel budget and accurately reporting on fuel usage for all equipment.

Incumbent will be assigned to a structured office setting. Occasionally required to attend seminar-like settings for various training sessions.

Objectives are established by Highway Equipment Manager 3 and work is performed with considerable independence. Work is reviewed for soundness of judgment and overall effectiveness. Quarterly reviews are conducted as well as periodic reviews as necessary discussion in performance.
