Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for directing the inspection of materials and workmanship on construction improvement projects within Engineering District 11 involving multi-lane roadways and multi-span bridge structures encompassing interchanges and overpasses, ensuring that all work is completed in accordance with approved construction plans, standards, specifications, and contract documents. Applies engineering practices and principles to make sound engineering decisions and judgements related to completion of work assignments.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provides technical leadership and oversight to assist resolving challenging and complex problems by performing independent engineering analysis and computations.

Applies engineering judgement to make field decisions to alter plans, quantities, methods of work and construction completion dates. Interprets designs and plans and provides technical and engineering guidance to resolve discrepancies and ensure highway and bridge project work is completed as intended.

Works as the Inspector-In-Charge on highway construction projects. Applies sound engineering practices and principles while managing complex and multiple construction projects from assignment to completion in a professional, timely, cost effective and safe manner.

Utilizes engineering knowledge to analyze project information to resolve or provide engineering support for issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects.

Provides engineering support to the Assistant Construction Engineer/ Schedule Reviewer for contract scheduling and resolving issues that arise that may impact construction scheduling. Participates in constructability reviews/meetings as required.

Compiles and drafts documentation, work order justifications, technical reports and correspondence for construction related issues as required. Prepares and submits work orders and construction estimates. Tracks all material certification to ensure materials incorporated into the work is certified and within specification.

Supervises the inspection of materials and workmanship for compliance with contract requirements, established standards, publications, and specifications. Interacts constructively and professionally with supervisors, co-workers, subordinates, contractors, vendors, suppliers, property owners and public at large, to provide a positive image for PennDOT.

Oversees all phases of highway construction including stakeouts, grading, paving, drainage, guide rail, structures, and highway appurtenances (lighting, pavement markings, erosion control, traffic control, vegetation). During design, reviews plans for constructability and conducts project after action reviews at the completion of work. Reviews projects to ensure they are maintenance friendly.

Assists ACM/ACE with making field decisions to alter plans, quantities, methods of work and construction completion dates. Interprets project designs and plans and provides technical and engineering guidance to resolve discrepancies and ensure project work is completed as intended.

Oversees project documentation, material control and acceptance, contractor and consultant payments, project closeout procedures, semi-final inspections, and project acceptance. Resolves contractor disputes when possible and participates in claim meetings and pre-claim meetings when disputes cannot be amicably resolved.

Maintains project records on funds expended and percentage of job completions; prepares routine and special correspondence and reports associated with assigned project responsibilities.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

Attends environmental training as required and demonstrate / implement sound environmental practices.

Performs other related duties associated with the inspection of work and materials on highway construction projects as assigned.

Functions productively in winter re-assignments.

Succession Planning:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Resolves difficult and complicated issues that normally arise on moderately complex construction projects involving construction, plans, surveying, planning, fabricating errors, omissions, or changes due to field conditions. Resolves or provides engineering support in resolving issues requiring coordination with municipalities, private property owners and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects.

Essential Functions

 7. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 8. Travel to sites to inspect work of personnel associated with project construction to ensure compliance with project safety standards.
 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 10. Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours.
