Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for reviewing licenses, applications or requests for programs associated with the LTRP (Licensee Tax Responsibility Program) to ensure all program requirements are met, including registration with and in compliance with all Department of Revenue tax systems and is responsible for contacting taxpayers or their representatives to demand payment of outstanding collections liabilities

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Reviews licenses, applications or requests for various programs for accurate information by reviewing LTRP and PA Department of Revenue.

Determines if the taxpayer is registered for all the required tax accounts by reviewing Department of Revenue tax system, the Pennsylvania Tax Hub (PATH).

Determines if a liability is collectible by using information from PATH.

Contacts taxpayers or their representatives by telephone, letters or email to inform them of any collections liabilities or non-filed returns that must be submitted prior to an LTRP license clearance being issued.

Updates Department of Revenue tax system with notes in PATH based on communications and documentation from taxpayers and their representatives.

Performs contacts as assigned on previously closed non-compliant LTRP cases to collect and further enforce licensees who have continued tax obligations.

Collects all items necessary including non-filed returns, payments and information needed to bring the taxpayer into compliance with the PA Department of Revenue.

Processes payments received from taxpayers or their representatives by applying monies on-line or completing transmittals for posting to appropriate accounts.

Recommends referral of accounts for further collection activity to include field office, wage garnishment, collection agency, bank attachment or out of state lien program.

Negotiates, and set up Deferred Payment Plans to be referred to Supervisor for approval. Contacts individuals who have defaulted on Deferred Payment Plans to ensure the taxpayers are making required payments and filing current returns.

Utilizes the Genesys Phone System to assist taxpayer’s or their representatives according to established guidelines.

Demonstrate a commitment to the service-oriented culture of the Department.

Treats others equitably and adheres to diversity and inclusion requirements in the workplace.

Performs other related duties as required.

Determines the nature of tax non-compliance and if collectable.

Determines if the taxpayer has registered for all required taxes administered by the Department.

Approves or denies LTRP clearance requests
