Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional management level position assigned to the Time and Transactions Section, Employee Services Division, within the Department of Transportation, Human Resources Office. This position is responsible for coordination, recommendations, policy development and related management procedures of Department-wide time, transactions, scheduling, and guidance.

Serves as one of four Regional Time Advisors, supervising two district timekeepers and is responsible for administering time and attendance programs for assigned organizations.

Responsible for the Work Schedule Program to include management of AWS work schedules.

Responsible for the Outprocessing Program for separating employees to include, in addition to transactional responsibilities, the preparation/distribution of separation acknowledgement letter, release of Exit Information Survey as appropriate, and notification to Enterprise OA of HR employees prior to separation.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

As a Department Time Advisor, analyzes policies and current DOT business practices with regards to the SAP time component and recommends changes to improve services. Prepares new policies by gathering data, analyzing needs, interfacing with IES staff to solicit input, and drafting policies for supervisor review and approval. Distributes new and revised policies to DOT time advisors, and responds to any related inquiries. Ensures the Department’s Time Manual/training materials accurately reflect the most current information; to include data entry components and reporting. This position must work with/understand a custom Plant Maintenance Payroll (ZIPY) used to record/capture labor, materials, and equipment usage. This custom interface requires understanding the ZIPY in its entirety (to include timing of data postings) so that proper guidance can be provided allowing for timely processing of payroll related data; as posting errors frequently occur between ZIPY and R3 Transactions. Organizations/pay groups include multiple contract appendices, BUs, multiple shift/24 hour operations, AWS agreements, multiple side letters/job class salary truncations impacting higher class and equipment operation differential payments, and organization specific management OT policies. In addition, this position must work with/understand Abledoc e-payroll, which is another DOT specific process with direct impact to ZIPY. Provides oversight to assigned Districts/Counties on error resolution related to CATS data.

As a full time evaluation agency, the position requires a complete understanding of all pay rules and policies applicable to each position as well as system functionality to determine how/why wage type calculations occur.

Conducts training needs assessments to determine employee needs for training in the areas of time management and related SAP software. Develops audience-appropriate training curriculums including exercises, handouts, and visual aides. Delivers training both in Central Office locations and by traveling to various field locations throughout the state. Trainings must be continually modified to reflect differing rules associated with FLSA, labor contracts, AWS agreements, BU assignments, organization specific rules, as well as system requirements in accordance to audience. Training is also presented by the incumbent for new Commonwealth employees attending NEOP.

Monitors usage and effectiveness of time components, conducts audits at field locations, and recommends procedural improvements. Assists agency time advisors in the auditing of employee leave usage to prevent abuse, and to aide abuse investigations.

Provides SAP technical assistance researching, analyzing, and resolving complex payroll errors by examining multiple transactions and transaction history, and running related reports. Also resolves complex workflow problems.

Works with the Family and Medical Leave Act (FMLA) Responsibilities include timely communication with employees, supervisors and managers on eligibility, entitlements and works closely with the Office of Administration case analyst to provide information/documentation requested.

Conducts daily review of PARs that come into the Unit and prioritizes with other work items. Reviews PAR information for accuracy, enters appropriate information and forwards to HR Service Center for processing. Performs regular and AWS work schedule changes after reviewing employee leave history and balances to ensure eligibility for AWS Program. Makes recommendations to supervisor for denying AWS requests when needed. Performs other duties as related to the type of action (inprocessing, outprocessing, communication with HR Service Center staff, error resolution, etc.)

Conducts periodic review of the Time and Transactions Manuals, and inprocessing and outprocessing materials to ensure documents are accurate and up to date. Works with the other HR Analyst 1's and supervisor to make changes as needed.

Serves as a liaison between IES, BCPO, OA, and DOT attending numerous Commonwealth-wide meetings, communicating agency needs, and recommending systems modifications (including full time evaluation changes) to improve operations.

Takes an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participates in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
