Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position applies sound engineering practices and principals preparing complete bid proposal packages for minor, moderate, and complex projects for bidding purposes in accordance with established Engineering and Construction Management System (ECMS) guidelines in the Contract Management Section of the District 1-0 Engineering Office. The position will also assist the District Pavement Management Engineer with pavement design activities.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Using sound engineering judgement to prepare estimates for potential projects. Identifies project issues and develops resolutions to design problems.

Performs assignments within the guidelines provided by technical standards, i.e., PennDOT Design Manuals or AASHTO Green Book.

Develops special provisions, processes Project, Specification & Estimate (PS&E) Package with the goal of having 100% of the contracts meeting their assigned let dates. Prepares, reviews, and corrects special provisions consistent with the format of Specifications Form 408. Submits documents to clerical staff for typing. Reviews and proofreads finished documents for completeness and quality.

Reviews project design plans for completeness and accuracy. Makes suggestions to improve plan presentation and understanding. Verifies special provisions and plans are in agreement.

Prepares funding breakdowns on Federal-Aid projects and verifies agreement with Construction Federal Aid Report form 4232.

Prepares addendum requests for necessary revisions to bid proposal and plans. Assembles all related forms, letters, agreements, attachments, etc. and includes in Engineering and Construction Management System (ECMS) Project Development Checklist.

Attends field views as directed.

Prepares or assists in preparing design plans and sketches as directed. Prepares or assists in preparing answers to bidder questions in ECMS.

Attends training to develop professional and technical skills and keep pace with technological advances.

Advises supervisor of project status and the need for technical advice or support.

Maintains open positive relations and communications with other unit members, departments, and the public.

Participate in quality improvement efforts and recommend or suggest new techniques or procedures to improve quality and efficiency.

The employee follows proper attendance and call off procedures, schedules absences in advance, observes start/stop times, breaks and mealtimes.

Assists the District Pavement Management Engineer with pavement design activities.

Assists in following Department best practices and improving Department best practices.

Safety

Succession Planning
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Prepare complete bid proposals utilizing the list of statewide standard special provisions and District Special Provisions, in accordance with Pub 51. Any unusual specifications and estimates will be approved by the supervisor.

Essential Functions
