Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Responsible for assisting Bureau’s Research and Support Operations Section Manager with Bureau-wide communications programs, including public information and public relation efforts. This includes the development/revision of the Bureau’s policy and procedure modules, forms, fact sheets, publications and envelopes. Must have a thorough knowledge of the PA Vehicle Code, PennDOT Regulations and Procedures and the Commonwealth Automated Registration and Titling System (CARATS) and the National Motor Vehicle Titling Information system (NMVTIS).

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for providing customer service and responses to the general public and partners utilizing all available BMV resources to respond to and resolve customer inquiries on subjects regarding motor vehicle titling and registration.

Assists the Manager in the development/revision of the Bureau's policy and procedure modules, including the timely distribution of materials/or updated modules on the P-drive for view by Bureau employees. In addition, emails the updated modules to the call center to revise the online help program.

Coordinates the revision/development, printing and distribution of all Bureau forms, fact sheets, envelopes and publications, interfacing with Bureau management staff, Bureau of Office Service and special user groups as well as business partners and vendors.

Responsible for maintaining cost and financial records in relation to Department forms, publications, fact sheets and envelopes.

Create PDF files and the form fields and properties to enable the update of forms, fact sheets, publications and other materials on the Driver and Vehicle Services website and provide to the BMV Web Coordinator.

Coordinate periodic meetings to review Driver and Vehicle Services Policy and Procedure modules as well as registration and titling forms, fact sheets and publications.

Research--Research inquiries from internal and external customers utilizing the PA Vehicle Code, CARATS system records, PennDOT policies, procedures, personal interviews, statements, and other documentation to determine the accuracy of vehicle title, registration and person with disability parking placard records, make decisions related to such records and any products issued, perform record maintenance, and provide information to customers and partners.

Phone Work--Customers are also routinely called in response inquiries sent to PennDOT, or at the request of other work units regarding forms, fact sheets, publications, etc. Customers are also routinely called as requested by RSOS Management and as a result of employee's independent research.

Notepads--Receive electronic messages from customers through the Customer Care Center regarding forms, fact sheets, publications and general website questions. Maintain files related to notepads handled within the unit. Perform all necessary research, communications with customers, and motor vehicle transaction processing in order to resolve discrepancies and/or answer customer questions.

Statistical Computation--perform intermediate arithmetic calculations such as the adding and subtracting of whole numbers and decimals; and multiplying and dividing by two or more-digit whole number or decimal multipliers and divisors.

Reports--prepare monthly reports using data from the work logs. Employee will create reports in the form of a spreadsheet, with graphics and written summary of data. Reports will be reviewed at all levels of management. Report data is used by management to determine and adjust program priorities and used by the employee to make independent decisions related to daily work flow priorities.

Participates in task force activities for new/revised programs as required.

Responsible for the completion of the activities of purchasing and budgeting by utilizing the SRM system. This includes requisitioning through a shopping cart and performing goods receipts.

Maintains ongoing relationships with various law enforcement associations, motor vehicle dealership associations, the Pennsylvania Association of Notaries and other motor vehicle related organizations to provide informational updates and legislation, policy and procedures.

Assists the Agent Services Training Coordinator with the revisions/development of the agent services training material.

For statewide Bureau of Motor Vehicles Agent Services Training: assists with attendee payment and registration activities and department billing process; assist in coordinating the development of training materials (manual, slide presentation, PowerPoint presentation, etc.); interacts directly with training attendees dealers, legislative offices, issuing agents, PA State Police, boro and township polices, notaries and other interested parties) regarding training activities.

For Bureau bulletin, circulate to dealers, legislative offices, issuing agents, PA State Police, notaries, Bureau employees, boro and township police departments and other interested parties utilizing the email data base.

Responsible to proofread varying types of materials to ensure information is grammatically correct, complete, consistent and adheres to Department policies and regulations.

Provides information to PA motorists and special user groups r0egarding various Bureau programs/activities.

Coordinates meetings, presentations and assists in conducting tours for various groups of people and Bureau participation in outside shows and exhibits.

Performs any other communications/public relations activities as assigned.

Attend meetings and training programs as required.

Responsible for performing other related duties as required.

Ability to comply with all Safety Administration Policies and Procedures (i.e., Gifts and Favors, Customer Service, Record Information Confidentiality, Internet Access, Privacy Procedures and Subpoena of Department Employees/Records), Position Guidelines and Department standards of professionalism.

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

The employee in this position must be able to take direction from the Division Manager, Section Manager, Unit Manager, and/or Supervisor(s) and make independent decisions without supervision related to all the duties and work functions above, and work that requires deviation from standard procedures.

Work is assigned to the employee by BMV Division Managers, BMV Section Managers, RSOS Section Manager and/or RSOS Unit Manager.

The employee must also be able to work independently and accept work directly from the customer and take correct procedural steps to resolve customer issues without supervisory assistance.
