Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is an integral component of the Bureau of Licensing and Enforcement to enhance the effectiveness of the licensing processes in the interest of the public. This position evaluates background information on license applicants and is an integral part of the overall operations of the licensing process.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Gathers, reviews and evaluates background information on licensees or those applying to be licensed in the Commonwealth of Pennsylvania. Maintains a professional level of conduct when dealing with representatives of the insurance industry and the general public.

Responds to routine inquiries regarding licensing processes and requirements, as it relates to Compliance, submitted through the Department’s website; resource account; telephone system or in writing.

Prepares work plans for assigned investigative files, identifying necessary tasks and methodology, including documents required to complete a timely review of applicants.

Prepares recommendations for completed case investigations based on information gathered about suspected or documented violations of PA Insurance laws related to licensing, including criminal history.

Conducts reviews of new applications and existing licensee records, when referred from Producer Licensing division.

Obtain information regarding 18 U.S.C. 1033; Review 1033 Waiver applications and prepare info reports for review by Legal;

Conducts reviews of license renewal applications for compliance, including reporting of criminal charges, regulatory actions and education requirements, in order to be issued a renewed license.

Prepares files on licensees or applicants for referrals to Field Investigations, Legal Counsel or Law Enforcement. Prepare consent orders for review by Director, Legal Counsel and Deputy Commissioner for violations of PA Insurance Laws.

Conducts interviews of appropriate persons as required to gather necessary information.
Reviews and manages reports received from the FBI’s Criminal Justice Information Services Division on existing licensees and applicants.

Testifies at formal Insurance Department proceedings in matters involving Insurance Department actions against licensees.

Represent the Department for annual license examination review workshops; thoroughly evaluating or assessing questions on license examinations, ensuring all questions are applicable to PA Insurance Laws.

Participate in on-the-job training programs pertaining to the review and investigation of complex licensing issues on all application types and processes.

Assists other Department staff with licensing related issues or inquiries, including but not limited to: a review of criminal history records, administrative actions, licensing applications, et.al.

Travels to public events or training associated with licensing.

Performs related work and duties as required and assigned.

Reviews and evaluates background information on license applications and correspondence for compliance with insurance regulations and statutes. Authority is granted after a period of training to make specific licensing decisions when compliance issues are involved.
