Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Assists the District Environmental Supervisor in moving PennDOT forward by supporting District 10-0 established goals and objectives, and assures that all phases of Design, Maintenance, and Construction activities are performed in compliance with State, Federal, and Local environmental laws, regulations, and requirements. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists in developing a written Quality Control/ Quality Assurance plan for NEPA clearance. Obtains the appropriate environmental clearances and permits for assigned projects at the time needed as indicated on the project schedule. Assists in ensuring that District Design, Maintenance, and Construction units operate in a manner consistent with Department Standards, State and Federal Regulations. Reviews plans, permits, and contract packages for compliance with environmental laws, regulations, and policies including but not limited to Erosion and Sediment Pollution Control Plans, Post Construction Storm Water Management Plans, NPDES permit applications, H&H Reports, DEP Chapter 105/404 permit applications, etc. Provides environmental data/support for securing required permits for District projects and activities. Evaluates possible impacts to Threatened/Endangered species, water resources and quality, land forms, air, noise, existing ecological conditions, land use, socio-economic resources, recreational facilities, and cultural resources. Solicits training and pursues environmental related education/experience. Supports District staff on field decisions and provide environmental technical assistance and guidance on field operations and activities. Coordinates the development and review of environmental documents including but not limited to environmental impact statements, categorical exclusions, environmental assessments, technical reports, 4(f) reports, mitigation plans, etc. Develops and maintains effective working relationships within the Department, Regulatory Agencies, other agencies, public officials, appropriate interest groups, and the general public to promote transportation mission activities. Supports and participates actively in quality improvement efforts, recommending and implementing new initiatives, reorganizing and redesigning existing functions to eliminate unproductive, inefficient, or redundant operations and to foster a sense of ownership and pride in work assignments. Completes work assignments in an acceptable manner and in conformance with established criteria. Performs specialized field work, inspections, and monitoring for District projects and operations. Assists in the development and review of environmental special provisions. Supports County Maintenance in coordinating documentation, clean-up, and follow up with appropriate regulatory agencies for highway spills. Educates District staff and consultants to become advocates for the environment and assure mitigation commitments are incorporated into the final design plan, included in the final contract, and carried out during construction. Attends and monitors public involvement activities. Performs related duties as assigned. Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: Immediately stop unsafe actions. Engage in ongoing safety dialogue with the contractor's leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AAR's) Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
