Position Purpose:

This position is assigned to the Web Development Team, IT Development, Enterprise Solutions Management, Office of Administration, Health and Human Services Delivery Center. The position involves the management of resources that complete projects involving the development and maintenance of applications using web-based technologies, to include VB.NET, ASP.NET, C#.NET, Com +, Active X, Active Server Pages (ASP), MVC, SQL Server, Oracle, JAVA, and other software as the essential tool sets for web applications, client/server, and PC platforms.

This position is also responsible for the MS Power Platform, Listserv, and Sharepoint sites.

The individual in this position provides enterprise level support for major mission critical systems and a variety of other internet-facing and intranet-facing applications across the Department of Human Services, Department of Aging, and Department of Insurance including:

o MyDHS intranet website – mission critical website used by DHS to disseminate information out to all employees.

o www.refugeesinpa.org internet website – mission critical website that provides information for refugees residing in Pennsylvania to help them find services they need for support.

o www.CHIPCoversPAKids.com internet site – mission critical website that provides information to the general public about the CHIP program to put health coverage within reach for all uninsured kids and teens who are not eligible for or enrolled in Medical Assistance.

o ListServ administration – mission critical COTS application that allows the department to distribute information to select individuals. This application also allows for users to subscribe or unsubscribe to email notifications.

o Master Provider Index (MPI) – mission critical application that supports four major Enterprise Applications: the Client Information Systems (CIS), Home and Community Based Services Information System (HCSIS), Pennsylvania's Enterprise to Link Information for Children Across Networks (PELICAN), and Provider Reimbursement and Operations Management Information System (PROMISe) in storing their providers within MPI along with information which uniquely identifies the provider.

o Office of Legislative Affairs Tracking System (OLATS) – mission critical intranet application used to track Legislative Correspondence and Bills.

o Personal Care Home (PCH) online testing – mission critical application where qualified individuals can take an on-line test to become direct care staff trainers.

o State Facility Tracking System (SFTS) intranet application – mission critical application that tracks patients in the state run mental health facilities. Used by employees within the facilities to track patient movement, treatments, and diagnosis.

o Third Party Liability (TPL) internet application and internal administrative intranet application – mission critical internet application that enables the uploading of documentation by lawyers and other individuals to the TPL group for expedited processing of claims. This application enables the Commonwealth to process overpayment claims in a timelier manner and increases the amount of money recovered.


Manages employees and ensures that employees are current with the necessary skillsets required to maintain these websites: HTML, HTML5, ASP, ASP.net, XML, CSS, SQL, Java, knowledge of Oracle Universal Content Management software used by DHS as the content management utility used for updating content on the DHS web site, and knowledge of website mockup software.

Acts as the liaison to the DHS Communications Office to provide expertise regarding ADA/Section 508 compliance for websites and applications, as well as expertise on Google Analytics for gathering/reporting advanced statistical information.

The individual in this position provides the following services:

Performs first line management analysis, evaluation, and oversight regarding the teams technical work to include: functional and non-functional requirements translation and validation, design and development of highly complex integrated system modules and business logic, code reviews, interfaces, database schemas, stored procedures, and enterprise service bus component integrations, software testing and debugging of programs and affiliated interfaces, creation and evaluations of SEP documents and associated ARB review and presentations, software quality assurance (SQA) initiatives, coordinating with other cross-functional technical team leads, assessing and reporting project status, developing implementation play books with integrated Go or No-Go decision points and roll-back strategies, documenting computer applications, and team oversight for Software Life Cycle Management compliance.

Provides oversight with overall responsibility for Section/Unit's productivity, work products, and outcomes. Reviews work results, resolving team continuity and technical issues, and resource leveling and utilization. Coordinates with Information Technology Manger 1 (ITM 1) supervisor, portfolio managers, and PMO as directed on project schedules, deliverables, risk assessments, issue/change management, and contractual issues and initiatives.

Provides Unit oversight on Software Engineering Processes (SEP) and Capability Maturity Model (CMM) process utilization and compliance initiatives. Facilitates, incorporates, and implements Project Management and CMM methods in day-to-day and major IT assignments. Independently identifies opportunities for improvement and provides sound value added recommendations relative to process improvement, IT solution delivery, and better quality customer service.

Development and configuration manager on multiple IT solution delivery projects, providing guidance and technical oversight on highly complex systems software development teams ensuring the utilization and compliance with Software Engineering Processes (SEP) and Systems Development Life Cycle (SDLC) methods to include: 1) Requirements management, 2) Configuration/Change Management, 3) Defect tracking and resolution, 4) Test planning, coverage and proficiencies, 5) Version Control and production release cycles, 6) User and systems level documentation, 7) Programming/Development and Software Standards, 8) Implementation and deploy plans and strategies.

Identifies and evaluates alternative design options for highly complex business systems supporting multiple applications, evaluating the technical feasibility of each alternative and develops and presents and advises clients and higher level managers on recommendations for systems parameters, plausible outcomes, risk/impact assessments, including proposed schedule and projected level of efforts for development.

Provides oversight and guidance for technical teams in the design, establishment, management, and configuration of new technologies, applications and database architectures within the standard Environments to include mainframe centric, client-server, distributed, and Web-Services Netcentric environments.

Manages multiple project technical issues and change management initiatives. Identifies and resolves highly complex problems independently in an assigned area and conducts preliminary analyses of complex and multi-faceted business systems to help determine nature of requirements, systems development strategies.

Actively participates and serves as technical subject matter expert in project team/status meetings, domain teams, technical reviews (e.g., contractor deliverables, internal technical proposals, Request for Quotes (RFQ), Request for Proposals (RFP), Software Quality Assurance (SQA) audits), and enterprise wide technology migration initiatives.

Provides consultative, planning, analysis, programming, consulting and project management support for the development, implementation and maintenance of information systems and monitoring of Service Level Objectives/Agreements related to program offices mission critical platforms.

Manages and creates work schedules and assignments for staff augmentation resources and coordinates with strategic business partners, contract vendors in the design, development, testing, assembly, and deployment of multiple highly complex software platforms use to support agency missions.

Interviews and hires qualified staff for the Section.

Leads and mentors senior level applications developers in the design, development, assembly, testing, and deployment of highly complex software use to support agency missions.

Coordinates with supervisor relative to all Unit's project planning, execution, monitoring, and close-out initiatives. Performs studies of resource and level of effort requirements for alternative approaches and proposed IT solutions; and researches and prepares overall project recommendations from an IT standpoint relative to IT solution delivery to include but not limited to: tasks and associated work plans, roles and responsibilities, estimates of time, resources, interdependencies, team cross-coordination, and deliverable requirements.

Assists the Section Chief with the preparation of advanced planning documents, execution phases, program office revisions requests, and Statements of Work (SOW). Supports and participates in total quality management, continuous quality improvement, team-based processes, and customer-focused service in all activities of BIS.

Creates, reviews, and approves SEP and ARB documents and project plans with oversight for Software Life Cycle Management (SLCM) compliance initiatives within the Unit.

Reviews and approves applications for migration to production, installs and field tests applications, and provides leadership and technical assistance to project teams and customers. Coordinates systems User Acceptance Testing (UAT) activities in accordance with SEP and SQA testing standards and conduct systems pilots in alignment with Pilot Evaluate Plans (PEP).

Reviews and approves work completed by Section/Unit staff, cross-functional teams, and outside contractors engaged to assist state staff in system development projects and maintenance activities.

Effectively manages Unit's IT projects relative to planning, execution, monitoring, and close-out phases for individually assigned projects or as a designated IT solutions delivery project manager with oversight for teams milestones, critical path elements, and deliverables. Ensures on-time delivery and quality of IT solutions and services provided to our customers.

Independently develops and expands technical and soft skill foundations, proficiencies, and core competencies. Attends required training. Creates developmental opportunities for Unit and other BIS staff. Conducts in-house training/mentoring sessions with Unit staff. Provides and coordinates training to appropriate personnel on newly developed systems and technologies.

Prepare and/or assist with feasibility/cost benefit analysis, Advanced Planning Documents and Concept Papers. Performs of highly advanced technical level analytical activities, an administrative role, associated with developing and maintaining automated systems. Consults with agency program officials to determine manual or automated processing inefficiencies or problems, business objectives and operational needs, level of utilization of existing systems, and computer equipment capability to identify information technology alternatives and provide solutions for improving operations.

Serves as the applications development expert on project teams that include management analysts, subject matter specialist, and lower level applications developers and other information technology personnel. Serves as administrator and/or technical consultant and resident expert in all the software life cycle management phases.

Meets with clients to determine manual or automated processing inefficiencies or problems, business objectives and operational needs, level of utilization of existing systems, and computer equipment capability to identify information technology alternatives and provide solutions for improving operations.

Uses and directs the utilization of information modeling and information technology, strategic planning methodologies in working with agency managers to develop system applications which align user systems with the agency’s mission, including use of computer assisted systems engineering, rapid application development, and shared application development approaches.

Develops and/or supervises the development of specifications for proposed complex physical systems supporting multiple business applications, including report layouts, screens, input documents, file design, forms design, and physical file structure. Performs system design, program coding, testing, and documentation, including analysis of input and output from system tests to ensure that user requirements are being met.

Acts as primary contact with users and user management regarding complex and multi-function system operations and new developments, corrections, and enhancements they may require. Serves as a consultant and technical advisor to users regarding new software and technology that may improve or streamline system operations. Advises on costs and cost effectiveness in making system revisions or changes.

Meets with clients to gain their formal acceptance of new system applications prior to implementation and ensures maximum efficiency in application connectivity, data sharing, and time and space utilization with the client’s business operations. Approves applications for migration to production, installs and field tests applications, and provides leadership and technical assistance in revising and modifying applications during testing to ensure the applications fulfill client requirements.

Effectively manages IT project planning, execution, monitoring, and close-out phases for individually assigned or team projects with oversight for team sub tasks and deliverables. Ensures on-time delivery and quality of IT solutions and services provided to our customers.

Reviews and recommends applications for migration to production, installs and field tests applications, and provides leadership and technical assistance to project teams and customers.

Reviews work completed by senior and junior programming staff and outside contractors engaged to assist state staff in system development projects and maintenance activities.

Prepares systems presentation materials, conducting presentations for users, management and staff in other Bureaus for the purpose of conveying system design information necessary to obtain approval of design, programming, data base and computer operations support.

Prepare reports on a regular basis, which reflect assignment progress and identified problems to supervisor. Supervise and approve work completed by outside contractors engaged to assist state staff in system development projects and maintenance activities.

Rate and review staff performance to determine strengths and weaknesses. Where weaknesses exist, provide guidance and necessary training to correct performance deficiencies. Also, evaluate personnel for promotional considerations.

Identifies employee training areas, develops employee training plan and schedule employee for appropriate formal and in service training in order to promote staff development.
