Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Inspects locations that make, store or sell new or secondhand bedding, upholstered items and stuffed toys, such as factories, furniture, bedding, stuffed toy and secondhand retail stores, upholstery shops and auctions to determine compliance relating to registration, labeling, sterilization, and disinfection as they relate to the rules, regulations, laws, etc. enforced/adopted by the Commonwealth of Pennsylvania. Inspects records and ledgers required for sterilization and disinfection that are required to be maintained by renovators, secondhand dealers, rental facilities and auctioneers. Conducts tests utilizing an ultra-violet detecting device for the chemical disinfecting process and analyzes the results. Inspects asbestos and lead abatement sites, reviews available project documentation, and audits asbestos and lead-based paint training courses to ensure compliance with the rules, regulations, laws, etc. enforced/adopted by the Commonwealth of Pennsylvania. Proctors lead exams, as needed, to individuals seeking licensure. Performs investigations of received complaints and suspected non-compliance as they relate to the rules, regulations, laws, etc. enforced/adopted by the Commonwealth of Pennsylvania. Orders removal of non-certified products and individuals as well as terminates work activity if work practice violates the applicable law and regulations. Responsible for preparing detailed reports of findings, decisions, and recommendations. Completes a daily log and monthly report of activities performed. Responds to inquiries regarding inspection guidelines, procedures, and practices. Interprets state laws and regulations for training providers, contractors, and the general public. Serves as a professional resource and technical consultant to asbestos/lead training providers, abatement companies and bedding/upholstery/stuffed toy companies and stores on interpretation, implementation, adherence, and compliance/non-compliance of state and federal requirements. Supervised by the Inspector Supervisor of the Certification, Accreditation and Licensing Division via telephone, mail and/or electronic communications. Personal visits to Central Office are required as need dictates. Work results are discussed with Administrator and appropriate investigations are initiated. Work results of daily operations are reviewed and filed. Work of a special nature is reviewed, and the appropriate referrals are made by the Administrator. All administrative work is reviewed through reports, conferences, observations, and overall effectiveness of the programs. Corrective action or additional supervision is exerted as necessary. Periodic staff meetings are held, and the maximum involvement of all inspectors are encouraged to ensure that a high level of communication is maintained throughout the organization which enhances efficiency, reduces errors, and keeps work morale intact. Reviews, analyzes, and recommends changes to the asbestos, lead, bedding and upholstery and stuffed toy regulations and procedures for compliance with federal laws. Provides technical advice and guidance, including identification of problems and deficiencies to the administrator for processing of corrective actions to resolve problem areas and achieve full compliance and full accreditation status for training providers. Determines actions to be taken against violators and initiates court prosecution requests. Work is performed with considerable independence but is reviewed through discussions/conferences with the Direct Supervisor & CAL Administrator. Travels to inspection sites in remote locations. Performs other related work as required. |
