Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The employee in this position works for the Division of Technical Services in the Bureau of Information Technology. The incumbent of this position has primary responsibility for providing technical support services, server administration, network monitoring and security certification for personal computers and servers operating on the DMVA enterprise network. This position will have direct supervision of 3 ITG2s and 1 ITG1s within the Department of Military and Veterans Affairs 6 Veterans Homes. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for the daily operation of the network at the Department of Military and Veterans Affairs. Monitors system resources for availability and efficiency. Monitor the system message logs for errors and warning messages, looking for existing or potential software, hardware, network, or system problems and makes recommendations. Responsible for Server Administration for all DMVA Servers, including back ups and daily operations of both FIG based Servers as well as assist in Server Operations at the Veterans Homes. Manage DMVA's DHCP, WINS, and Group Policy Servers and Objects. Assesses capabilities of current computer resources for migration to a new computing environment by performing interoperability tests on operating system, network, and application software as project timelines permit. Install and ensure operability of network hardware components to include switches, routers, Storage Area Network (SAN), firewalls and intrusion detection systems. Analyze and resolve any problems that may occur on the network both local and remote with all information technology hardware components. Designs, develops, and implements Department intranet services, including web server and network configurations and interfaces to other Department resources. Utilize analytical skills in design, coding and debugging computer systems for the Bureau of Information Technology. Assignments include design, implementation and maintenance of computer systems involving various business functions of the agency. Serves as the information technology librarian, maintaining IT related reference manuals, users’ guides, publications and software. Provides consultation to the Information Technology Generalists at the remote sites regarding automating manual tasks and procedures. Interpret management objectives into methodologies for information systems design at DMVA headquarters, veterans homes, and remote locations and develops recommended policies and procedures. Keep current knowledge of present and future trends in computer systems and design techniques. Research, evaluate and make recommendations to supervisors concerning current technology and its feasibility for department-wide use. Wireless Network Manager for DMVA, to include the wireless networks at each of the 6 Veterans Homes. This will involve directing local IT staff on the upkeep and troubleshooting of the Hardware and Software within the Wireless network. Administer and monitor the Wireless Network for security issues or violations. Act as the liaison between DMVA and OA on Wireless issues. Work with Wireless venders to keep up with latest software and hardware updates for the DMVA implemented system. Provide network connectivity and plan and maintain network configurations. Coordinate network installations, install/test and maintain network cable, install/evaluate network software, establish and set user access permissions. Manage network services and assess network expansion needs. Identify equipment/circuit malfunctions and take corrective action to restore operations. Accountable for the operation of the LAN and WAN systems. Responsibilities include the development of quality assurance procedures, including data security, backup/recovery, user availability, end-user network support and troubleshooting. Plans and designs the agency LAN and WAN system throughout the state, including DMVA headquarters, veterans homes, field offices, and remote locations. This includes analyzing technical requirements, sizing and performance of network design to include physical wiring, hardware and software requirements, and the network operating system. Coordinates administration of all LAN’s within DMVA, which includes multiple server connectivity and mainframe system access. Initiates trouble calls to remote sites to resolve system or related communication problems. Analyzes network design and data storage to ensure that data is available in the event of a disruption to DMVA network functions. This entails the design of a plan to implement and make available agency business data either as a result of hardware failure or other disruption up to and including conducting operations from a remote site. 20% Supervision Direct supervision of 3 ITG2s and 1 ITG1 within the Department of Military and Veterans Affairs 3 Northern Veterans Homes Coordinate efforts to maintain a level of IT standardization across the 6 veterans Homes. Assists the Homes with Server and Networking issues. Foster a good working environment between Bureau of Veterans Homes and IT. Install, configure, manage, and monitor DMVA's Checkpoint network Firewalls. Coordinate Firewall changes and updates with OA. Assists security coordinator with agency-wide security procedures, and investigates and responds to any security violations including electronic mail, remote access, and internet access and develops disaster recovery procedures. Coordinates employee training needs related to the use of information technology equipment and software applications. Develop, provide and install in-service and formal training programs to promote staff development. Assists the Bureau of Information Technology in providing technical direction to all field operations. Conduct on-site visits to determine problems being encountered and assist in problem resolution. Meets with information technology staff to determine the most logical and efficient method of effectively satisfying user requirements. Perform related duties as required. **Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.** |
