Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as a safety and law enforcement officer for the Park to ensure the safety of park visitors, park environment and park facilities, and to provide public contact.

If this position is filled as a DCNR Ranger Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a DCNR Ranger. If the position is filled as a DCNR Ranger, the employee will be responsible for service as a visitor service, safety, and law enforcement officer for the Bureau of State Parks.

In accordance with Act 153 of 2014 this position is required to complete Child Abuse, Criminal and Federal Criminal History Checks around the time of hire and thereafter every 5 years.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Work involves patrolling the park grounds and boundaries in order to provide public contact, ensure visitor safety, compliance with park rules and regulations and the Commonwealth’s Criminal and Vehicle Codes.

PATROLS – Operates a motor vehicle, ATV, or boat to patrol park grounds at State Park. Ensures visitor safety and protection of the resource. Provides assistance to visitors requiring help. Inspects buildings, structures, and facilities for security and safety. Ensures public notification throughout the complex including posters, bulletin boards, and signs are current and serviceable. Ensures assigned equipment, vehicle, and work areas are maintained in a clean and organized condition. Clears and secures parking lots, trail access points, and other park areas in accordance with park closures. Raises/lowers flags throughout the park as needed. Posts reports, regulations posters, no hunting area signs, trail signs/markers, boundary markers, and other safety or regulatory signage throughout the park complex.

PUBLIC RELATIONS – Presents a professional Park Ranger image to the general public through uniform appearance, verbal skills, courtesies, and a presence of self-confidence. Trains and gains knowledge of the park including the parks’ history, the natural resources, and the available recreational opportunities. Provides information and assistance to park visitors. Staffs park offices, visitor centers, and contact stations. Registers park visitors using a computer and the Bureau’s current reservation system.

LAW ENFORCEMENT – Enforces the provisions of the law, especially as it pertains to State Parks, makes physical arrests and issues citations and warrants consistent with State, Departmental and Bureau Directives, guidelines and regulations. Investigates complaints, accidents and crimes. Determines action to take, prepares incident reports and co-operates with the Local and State Police and the Fish and Game Commissions. Prosecutes cases, presents evidence and witnesses and examines and cross examines witnesses and testifies on behalf of the Commonwealth before the courts. Maintains property log, lost and found articles, attendance reports and assists in maintain water-testing logs. Maintain radio equipment inventory and repairs.

EMERGENCIES – Takes charge of situations in emergencies, search and rescue and accidents to ensure the safety and protection of the visitor and the resource. Provides first aid and CPR consistent with current certifications. Directs traffic. Operates and uses telephone, cell phone and/or two-way radio system consistent with standard procedures. Notifies and makes reports to supervisor as necessary.

REPORTS AND INSPECTIONS – Prepares incident reports, daily ranger logs, vehicle mileage sheets, and other reports in an accurate and timely manner. Maintains property log, incident log, lost and found articles, parking ticket log, and other necessary report logs. Maintains radio equipment inventory and repairs. Utilizes a computer to run/file various reports and maintain inventories. Records daily park attendance throughout the park as needed.

Decision Making:

Patrols the park and it’s facilities, and responds appropriately to any situation which may arise, including safety issues, park visitors that require assistance, emergencies and violations of Commonwealth or Park laws, rules or regulations. Determines course of action to take to resolve issue and follows through. Calls for back up assistance as necessary.

Trainee – If this position is filled as a Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a DCNR Ranger. Assignments are designed to develop the employee’s technical proficiency through a formal training plan. In accordance with the training plan, work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given, and the employee performs the work under the technical guidance of the supervisor. Work is reviewed while in progress and upon completion for personal development, completeness, technical accuracy, and quality.
