The Geospatial Services Section Chief (GSSC) will act as the Bureau’s Accessibility Coordinator for IT services. This position will also work closely with Office of Administration (OA) IT staff to coordinate efforts in the dissemination of geospatial data to the enterprise, to ensure that the State Parks GIS section aligns with enterprise geospatial standards & protocols, and to ensure that the geospatial goals of the Bureau of State Parks are achieved. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. IT SUPPORT DUTIES As the acting Bureau’s Accessibility Coordinator for IT services, the GSSC will be the Bureau’s representative with OA IT for network coordination and Bureau’s Central Office IT support person. They will aid in the coordination with regional staff on IT needs and regional IT requests. They will receive and prioritize projects based up on cost, emergency status, and need. The GSSC will coordinate and attend site specific networking project meetings to gather information on requests and discuss potential expenses that will impact the Bureau. The GSSC will serve as the manager of the Bureau’s IT procurement budget and review large expenditures with the Director of Business Services. The GSSC will act as the primary purchaser for equipment and construction needs following the Commonwealth’s processes for IT purchases including approval of OA IT. The GSSC will participate in the purchasing process, including the selection of vendors from bid proposals for network projects based upon construction and monthly recurring charges. Responsibilities will include the organization and maintenance of the Bureau’s networking projects and IT resources (i.e., laptops, monitors, docking stations, printers, etc.) This includes the organization of bulk IT orders to replace IT assets and warranty tracking. The GSSC will act as the liaison to ensure receipt of IT equipment, and coordinate asset management with OA IT to track Bureau purchased equipment. The GSSC will follow OA IT management directives and will stay abreast of any potential changes that may impact the Bureau’s operation. They will act as the Bureau’s Central Office IT support person for turn-ins and coordinate deployment of IT workstations upon separation or hiring of new Bureau Central Office employees. The GSSC will coordinate the surplus of outdated Bureau IT equipment with DGS as needed. GIS DUTIES The GSSC acts as the lead geospatial data steward. In this role, the GSSC will supervise development, and make final decisions regarding all geospatial information for the Bureau of State Parks. The GSSC will be responsible for collecting, analyzing, organizing, and maintaining spatial and tabular statewide datasets for the Bureau of State Parks. The GSSC will also be responsible for the supervision of staff who provide training to parks personnel in the field to utilize Geographic Information Systems (GIS) and Global Position Systems (GPS). Acts as the chair of the Bureau’s GIS Workgroup for program development and integration at the field level. Interactions with the park field personnel will require occasional travel. Duties also include the supervision of the execution of complex quantitative and qualitative statewide analyses and evaluations of State Park lands. This will be completed using GIS tools to preform statistical analyses and queries, and the creation of tables, reports and maps. The GSSC will coordinate and prioritize the Bureau’s responses for data requests. They will oversee data model development and all internal facing AGOL app designs in collaboration with the enterprise GIS team. The GSSC will act as the liaison for the GIS modules within the State Parks Portal and assist with development and testing of changes and upgrades prior to release. This position will also be required to be able preform all tasks currently assigned to the Bureau’s Geospatial positions in their supervision in case of vacancy or long-term absence. The Geospatial Services Section Chief will write scopes of work for public facing GIS applications and State Parks Portal development by the enterprise GIS / IT teams as needed. They will oversee development of field guides for Bureau use, develop maps and executive summaries that contain a GIS component for consumption and use by Senior Bureau and DCNR Executive staff. The Geospatial Services Section Chief will stay abreast of new and changing GIS technology by attending conferences, take trainings, and join committees while representing the best interest of the Bureau. The Geospatial Services Section Chief will develop and maintain Bureau Management Directives regarding purchasing, replacement, and dispersal of guidelines for all IT and GIS equipment as well as for GIS data analysis, design, and other responsibility areas on a cycle and as needed. The Geospatial Services Section Chief will serve as a lead presenter at statewide manager meetings, manger training sessions, and conferences. This position will also serve as the Bureau’s representative on inter and intra departmental committees to express the viewpoints and concerns of the Department and the Bureau regarding IT and geospatial information management. They will provide updates to the Bureau leadership on projects and status as requested, which may be via in-person meetings, teams calls, chats, email, etc. OTHER DUTIES This employee participates and cooperates with other state and federal agencies, universities, private companies, and individuals in conducting studies, research and development of new and revised techniques, methods, procedures, materials and equipment and advises the Bureau on those techniques. This employee serves on various committees, including intra and inter departmental committees to express the viewpoints and concerns of the Department and Bureau regarding geospatial information management. Other related duties may be expected or assigned. |

For issues that occur outside the realm of the employee’s responsibility recommendations for action are made and passed on the supervisor. |
