Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides engineering and technical support within the PennDOT District 6-0 Utility Unit to ensure its operations are conducted efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervises and performs all utility relocation related activities within District 6-0, including coordination of utility installations and relocations with proposed highway construction projects, including computer operations, providing technical guidance to
utilities for preparation of detailed plans and estimates, resolving relocation problems. Provides inspection of utility relocation activities and reviews related billing by utilities.

Conducts meetings for the purposes of utility installations and/or relocation relative to highway design, construction, reconstruction, and/or maintenance. Such coordination requires the review of proposed highway right-of-way and/or construction plans with utilities for the feasibility of utility relocations.

Reviews and supervises the review of detailed utility relocation plans and permits for compliance with highway design objectives, safety criteria, utility relocation policies and regulations, and detailed utility relocation cost estimates for accuracy and completeness relating to established utility relocation policies and procedures; recommends approval or notification. Read and understand legal documents necessary for the relocation of public and private utilities. Prepares and coordinates deeds of easement for utility substitute right of way. Advise and coordinate plan presentation with designer.

Develops and maintains a schedule of utility standards, specification, cost for the purposes of estimating utility cost.

Responsible for maintaining guidelines and design recommendations for utility bridge attachment and casting agreement program.

Supervises the design of utility bridge attachments and coordination of utility casting adjustment project agreements. Prepares reimbursement/coordination agreements and monitors accounts receivable costs. Completes Office of Chief Counsel "LATS" tracking program.

Prepares and coordinates District recommendation for financial cost sharing with local municipalities and authorities as their
facilities are affected by highway construction projects.

Reviews and supervises the review of partial and detailed utility relocation billings for conformance with terms or
reimbursement agreements; completeness, accuracy, and compliance with standard policies and regulations.

Conducts field visits to inspect and instruct utility personnel engaged in utility relocation activities; interprets standards and policies and recommends modifications necessary to resolve conflicts. Reviews draft agreements for accuracy and conformance
with recommended estimate/permit submission.

Interprets rules, regulations, policies, standards and objectives of the organization of program to subordinates.

Conducts and attends periodic general meetings with all utilities, other state agencies and states to keep them informed of Department goals and objectives. Open flow of information to and from our partners. Develop a process to list, track and answer
all complaints, concerns and ideas on how to improve all tasks. Implement measurable service standards and listen to comments.

Increase safety of above ground utility facilities on work order projects.

Utilize URMS and available technology for workflow, documentation storage and retrieval.

Provide and suggest training to staff as needed. Conduct periodic staff meetings to discuss goals, concerns, problems etc.

Schedules and approves leave, assigns and monitors overtime. Approves expenses accounts. Prepares employee performance evaluation reports.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Major assignments received from supervisor. Requests received from various units. Supervisor establishes priorities. Work is
reviewed to assure completeness and accuracy and to ensure compliance with the Department's letting schedule.

Work is distributed to subordinates based on priorities received from supervisor. Sections are analyzed and personnel moved to
where need is greatest. Reviews work output. Monitors submissions relative to schedules.
