Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This highly responsible, detail-oriented position in the Public School Employees Retirement System (PSERS) Risk and Performance Data Office (RPDO) plays an integral role in the implementation of the office’s operating principles and practices. This role works closely with the Chief Risk Officer and the Chief Data Officer to develop, implement and maintain RPDO office operational systems, identify, define, and meet the office’s success metrics, and serve as an informal project coordinator and scrum master, all while helping ensure that PSERS achieves its mission of partnering with its members to fulfill the promise of a secure retirement.

Description of Duties:

Assist the RPDO in carrying out its strategy, as identified by the Chief Risk Officer, including:
• Advising the Chief Risk Officer on trends impacting the risk program, such as the emergence of new risks across the financial and member services industries (e.g. artificial intelligence risk, cybersecurity risk, identity access management risk)
• Evaluating the risk and performance maturity of PSERS’ business units using methodologies described by the COSO Enterprise Risk Management Framework so that engagements with said business units are relevant to their operations
• Drafting sensitive documentation about the risks present across the organization that require remediation or discussion
• Reviewing and analyzing the effectiveness of PSERS’ ability to identify, monitor, and manage risk and performance, and subsequently suggesting changes to the RPDO’s approach with business units (e.g. in-person interviews versus intake forms, etc.)
• Assisting the Chief Risk Officer and business units in establishing quantifiable risk tolerances for key metrics
• Assisting in root cause analyses and remediation activities following a control failure or risk occurrence
• Assisting the Chief Risk Officer in preparing material for Board and committee meetings
• Assisting the Chief Risk Officer and Chief Data Officer in preparing and reviewing the annual budget request

Conceptualize and implement systems and support structures, such as governance practices and policies, designed to inform roles, responsibilities, and accountability between customers and the RPDO, including preestablished tools such as business responsibility agreements and assessment capability surveys.

Oversee the operational process performance of the RPDO team to meet office and agency goals via effective resource management and time management.

Serve as a champion in implementing Agile principles within the RPDO whenever possible and appropriate, as well as administer the RPDO portfolio of work, by:
• Leading recurring team events including sprint planning, scrum meetings, reviews and retrospectives to ensure they are productive, efficient, and well-managed
• Leading quarterly planning sessions with the RPDO team to identify key projects, initiatives, and timelines over the subsequent calendar quarter
• Create sprint plans that correspond to the work plans identified during quarterly planning sessions
• Maintain oversight of the work being performed by RPDO data analysts to ensure work is evenly distributed
• Regularly assess the RPDO’s agile maturity using an industry standard framework to ensure the team is operating effectively and in alignment with agile principles
• Ensure data and risk products, such as performance dashboards or operational risk inventories, are delivered in accordance with customer expectations

Support the Chief Risk Officer and Chief Data Officer in managing the work backlogs and guiding the team, as appropriate.

Identify and navigate impediments, such as a lack of clear scope or unresponsive customers, that hinder the team’s progress, ensuring the team can focus on delivering value.

Act as a liaison between the RPDO and business stakeholders, facilitating communication and group alignment. Serve as the primary client interface regarding process, schedule, and expectations.

Identify and implement process improvements leading to greater team efficiency and effectiveness, fostering a culture of continuous improvement and innovation.

Maintain all documentation around engagements for record keeping and process tracking.

Report routinely to RPDO leadership and relevant executive sponsors regarding the status of the RPDO’s work portfolio.

Identify opportunities within the agency to improve data management, performance or risk identification.

Facilitate the ongoing collection and distribution of PSERS operational performance metrics related to the agency’s overall strategic plan by:
• Assisting business units with developing relevant metrics that demonstrate progress is being made towards overall agency goals
• Developing documentation on how metrics calculated, creating easy audit trails
• Maintaining documentation demonstrating how organizational metrics relate to the agency’s overall goals
• Assisting business units with establishing key risk indicators aligned to their metrics, allowing for remediation of potential issues before they come to pass
• Establishing a cadence for providing operational performance metrics to senior leaders and the Board

Participate in RPDO team efforts to grow operational performance literacy via developing and conducting training on risk and performance concepts and tools, including conceptual or process training related to risk harvesting and control documentation techniques, as well as more technical training such as Microsoft Power Apps, Tableau, PowerBI, and other approved business intelligence tools.

Maintain effective working relationships with PSERS staff and other Commonwealth agencies involved in matters impacting PSERS.

Facilitate workable solutions with limited resources and between individuals of differing opinions, objectives, and motivations.

Develop and document best practices for the RPDO office.

Work is completed under the general direction of PSERS’ Chief Risk Officer, and in coordination with leadership across the organization. Incumbent exercises wide latitude in determining approaches to strategic assignments and how best to set work processes and practices for other staff within the RPDO. Work requires an understanding of portfolio and project management principles and the general workings of Pennsylvania state government.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Experience:

Prior experience in working in an Agile environment is preferred.
Prior experience in project management, strategic planning is preferred.
